' Figures may not lie, but many a queer proposition is put
over by a judicious selection of statistics.
It is rather distressing to read that Admiral liyrd's party
may be marooned in the Antarctic, cut off from relief by an
extensive ice pack and possessed of food supplies too scanty
to carry them through another winter. However, it is a
little too early to be unduly anxious. In the first place, relief
is on the way, and Byrd's wireless is keeping the outside
world fully informed of the party's condition. Most reassur
ing, however, is the simple fact that the party has Byrd
himself for a leader. This capable naval officer can be de
pended on to bring his men back unbanned if any man alive
could do so. The men in the Antarctic could not have a
better leader.
It is reported that a parole has been recommended for Dr.
Frederick A. Cook, former Arctic explorer who has served
six years of a 14-year sentence for using the mails to defraud
in connection with an oil promotion swindle. Very often the
suggestion for a parole for a prisoner of Dr. Cook's promin
ence brings loud protests; indeed, a couple of -years ago there
were vehement objections to a parole for Dr. Cook himself.
But we do not believe that there will be any very grave
objection if he is turned loose now. After all, the man is 65
yeais old, and the latter part of his life has. not been exactly
pleasant. There is little danger that he will again prey on

COST OF THE CENSUS
Informed that the 1930 census will cost the government
$40,000,000, the taxpayer may, with justice, ask if the results
justify such tremendous expenditure of the people's money.
But the answer is, they do.
Representation in the lower branch of congress is based on
the census figures. Equal representation depends on an
accurate enumeration of the population by-. districts and
states. The congressional violation 10 years ago of the con
stitutional mandate for the reapportionment of representa
tion in the house every 10 years makes the census this year
of more than ordinary importance.
There are other ways in which the decennial stock-taking
pays for itself. Immigration restriction legislation is gov
erned by population figures. They guide congress and gov
ernment departments in their conduct of the nation's busi
ness. And, being constantly available to private business,
they prove a valuable assets to large enterprise.
Twenty thousand different questions will be asked by the
100,000 enumerators this year. Each indivdual must answer
from 30 to 40 questions. The first census in 1790 ascer
tained only the name of the head of the family and the num
ber in the family.
There is hardly a conceivable limit to the value of the vast
amount of information which the census bureau will collect
this year. It will supply accurate data for research and
legislation, regarding agriculture, labor, industry, education
and scores of other matters. It will also indicate various
national trends.
