'The prospective test vote in congress on prohibition will
attract a lot of attention but will actually be of little im
portance. Too many congressmen will continue to vote dry
while they drink wet. If they would sincerely try to work
out some reform that would make drinking less attractive
to young people and forget about how their votes will be
interpreted back home, some progress might be made. .. .

News Briefs
Excellent business prospects this year are reflected in the
national advertising programs of big manufacturers. They
anticipate a business volume equal to or greater than 1929
and the total amount to be spent for national advertising is
greater than last year. During 1929 The Observer's national
advertising linage broke all previous records, as did the vol
ume of local advertising, and 1930 is doing likewise. Each
year advertised products receive a greater preference because
of recognized dependability.
The state highway commission deserves a great deal of
commendation for tho work of the department in keeping
highways open during the recent s.torns. The Blue1 Moun
tains are always passable in winter because large quantities
of snow are anticipated here. But when snow blankets the
entire state, as it did recently, removing the drifts and keep
ing a smooth, open highway is not such an easy matter. How
well the state does its job is realized when state roads are
compared with the main streets in many of the towns. , Driv

is within the corporate limits of the cities. ;
POSTER STAMPS ADVERTISE OREGON
The first view of the Oregon Poster Stamps being distri
buted by the stale chantber of commerce emphasizes the
possible advertising value of these small, arresting messages
about Oregon's advantages. Printed in four colors the
stamps are attractive and there are thirty different pictures
nnd legends on thirty different stamps. "Oregon Leads the
Nation in Timber" is one message with "Ask for all the
facts write our chamber of commerce" carried across the
bottom of each stam)).
There are stamps that depict the advantage of Oregon in
apples, cherries, prunes, dairying, nfcmufacturing, scenery,
etc. And attached to out-of-state mail they urge less for
tunate residents of other states to write the local chamber of
commerce for detailed information.
Quoting from the letter describing the poster stamp cam
paign, "The poster 'stamps t'e statewide in their appeals
selling all Oregon first telling what Oregon wants, has,
offers, and how the state ranks and about its special points
of interest . . . There are 30 different stamps on the page
and are issued at the rate of one book of twenty-five pages
for each $25 subscription to the budget of the state chamber.
Five and ten page books are also available."
; The purpose is told thus: "Stamps accomplish a two-fold
purpose. Attached to outgoing mail they do a nust effective
job of advertising Oregon. The fund thus created through
the sale of the stamps makes up the budget of the state
chamber to do its follow-up work and national advertising."
When the stamps are seen there are very few business and
professional men in the stale who will fail to co-operate with
the purchase of a quantity for use on their own mliil. 11 is
a plan that has instant appeal in its advertising value and
one that will promote tho stale's varied interests at small
cost.
The Observer assumes that stamp books may be ordered
through the local chamber of commerce or direct from the
state office. They should be utilized at once care being
exercised to see that they are attached only to mail going
outside the slate or to residents whose homes are beyond
Oregon's borders. They will constitute a good investment
in the Oregon development program.

cups of cold water over night.
Cook until peel in very tender. Tt
will take several hours. Let stand
over night again. In the morning,
add sugar and cook until syrup

glasses and cover with paraffin
