A definite result obtained by the intangibles tax levied by
the last legislature is property relief to the extend of a mil
lion dollars in the state. That's quite a sunt and may lay
tho way for the elimination of all property taxation for
state purposes eventually. But, in the light of your tax
total, it doesn't amount to much. Our mental calculation
indicates that it means a saving of about two per cent two
cents less to pay out of each tax dollar. The rest of the
money and the big share of the total burden is for schools
and local government and so forth. Which emphasizes, as

is really not responsible for but a small portion of our tax
woes. - ': ' .
do wel to study Hoover's "personal budget" showing divi
sion of government expenditures. 'Out of 'every' federal' 'tax
dollar 72c goes for wars, past and futurea billion and a
quarter for the public debt, three-quarters of a billion for
pensions and veterans' care and nearly as much for the army
and navy. Only 8c of each dollar goes for routine operation
of the government, with 13c for public health, education,
farm; relief, public buildings, and other aids and subsidies.
The final 7c goes for tax refunds, veterans' insurance, other
fiscal demands. All of which indicates that war is our most
expensive occupation by all odds.
Ono of the services undertaken by tho special business
committee formed at the suggestion of Julius Klein, Assist
ant Secretary of Commerce, is -for the benefit of the small
retailer. Records in Louisville were shown to the effect that
SO retail grocery stores failed in that city each month and
32 others started in business. The committee doesn't think
help impossible. It would seek to set up certain standards,
no doubt, by which tho small retailer could be guided to attain
success. Encourage a more careful investigation into a pro
posed field, determine overhead factors that could be antici
pated. Many facts could be assembled that would assist
the prospective business man in making his decision. It's
truo that many who fail must learn through personal experi
ence. But there should bo many others who would bo willino-
to learn from the experience of others before risking their
own investment. The service has vast possibilities of a
constructive nature and should be awaited with interest.

! Tho operation of what may be called tho Troy mind, with
all its limitations, is admirably illustrated in remarks made
by Major General Sir Charles Herbert Powell, a British
conservative of the old school, who toured the middle west
recently.
After sharply criticizing all the present talk about arma
ment reduction, world peace and the like, Sir Charles turned
his attention to India, where a powerful demand for independence-
is giving the British government no end of worry,
and dismissed the whole matter in a sentence. "That," said
Sir Charles, "is a matter for the military."
It would bo hard to find a better example of the old
fashioned "die hard" the man who thinks in the maimer of
iho past, the man to whom the events of history have brought
no knowledge.

would end the conciliatory negotiations by which the British
rovcrnment is trying to reach an understanding with the
restive Indians. Ho would, one imagines, simply call out
tho troops, shoot all malcontents, and trust to luck that
everything would come out all right.
A century and a half ago Britain had trouble with another
overseas possession the North American colonics. Patience
and tact could have settled that question; but England's
Tories insisted that it was "a matter for the military." And
you don't need to be told how that came out.
No country has a monopoly on the Tory mind. We have
our specimens, too. But Sir Charles is such a perfect example
that he deserves attention. Unfortunitely, lie is not the
only man on earth who wants to solve modern problems by
