One of the psychiatrists who was called to testify In the
murder trial of young Karle F, I'eacox, the Now York radio
technician who killed his wife, came out with a remark that
has more common sense in it than anything we have yet
heard from u psychinlrst on a witness stand. It was testi
fied that on one occasion I'eacox, fixing it radio set, had
flown into a rage and smashed the cabinet to pieces. This,
it' was asserted, proved his "emotional instability" yes, he
was defending himself with your old friend, the pica of
temporary insanity. This particular psychiatrist, asked
about this incident, scoffed. "That wasn't a symptom of
emotional instability," he said. "It was anger. It could
hiiYe'becn cured by spanking."
Once more the Russians have sent an ultimatum to the
Chinese, warning that any further hostilities along the Siber-
uiifclront will bring instant retaliation. Yet, even so, it
would take the seventh son of a seventh son to say whether
there really is a war going on now in the rnr east. If any
other two nations were involved it would bo war. Certainly
it has nil the appearances of one. Two good-sized armies are
fighting one another somewhat intermittently, it is true,
but rather seriously. A good many men are being killed. A
good deal of property is being destroyed. Yet everybody
seems to agree that it isn't a real war. And the chances are
that after a good deal more fighting, a good deal more blood
shed, tho thing will bo settled. War will be "averted"
after several thousand soldiers have been killed in action.

."The public be damned" was an expression that once
fairly characterized the attitudo of most of our hig corpora
tions,. Tho capitalists of the country at one tiny- could quite
reasonably be accused of carinp; for nolhiiid but their own
profits.
A chunire has come in recent years, however. Our more
far-si'chted business and commercial leaders have realized
their responsibility to the public. Incidentally, they are
reapinir a reward in the shape of jrroally increased public
confidence and jrood-will.
In the state of New York there are enormous potential
water power resources ulonjr the St. Lawrence river. For
years the state jfovornment has nourished a plan for public
development of these resources, r.ut recentlv, when it was
announced that the House or Morgan had extended its pur
chases of electric power interests to such an extent that 81)
per cent or the stale will hereafter be served bv one enorm
ous company, friends or public development feared a direct
onslaught on the slate's program.
A day or so later Thomas W. Ijimont, Morcan partner an
nounced : '
"Neither J. P. Morgan and Co., nor, so far as thev know
any of the companies in which they have anv interest direct
or indirect, have taken any position for or against public or
private ownership ,,f the St. Lawrence river water power
or the matter or his development."
Mr. Lamont added that this was a matter for Hie govern
ment to decide, and that the power companies should and
would absUiin from intervention in the affair, co-operating
loyal y in whatever decision the public authorities should
finally reach.
This represents a vast change r.tnn the l, attitude It
is an immensely encouraging thing. A pronouncement of
