The truth will out. After being called propagandist, lob
byist, militarist and conference-fixer, Williami B. Shearer
turns out to be merely "an observer and reporter." Yes sir!
Shearer was paid ?25,000 merely for transmitting to ship
builders authentic information as to the course of the Geneva
naval limitations conference in 1927. There were scores of
other reporters ut that conference who sent just as authentic
reports on the parley to their newspapers and didn't get a
tenth of Shearer's fee for their efforts. There are reporters
nd "reporters." Is it not strange that the shipbuilders
should spend $25,000 for information that could be theirs for
a few hundred dollars? Is it not strange also that their re
porter should have misunderstood his instructions and
attended the conference as advocate rather than as news
gatherer? While it is certain Mr. Shearer was a reporter de
luxe at the Geneva parley, it is not so certain that he was
not something else.

Vandenburg, of Michigan, to end that tyranny permitted by
,lho contempt powers of the courts. It cannot have escaped
the members of congr'esslhat these powciVare more abused
today than they havo been for many years, and that the evil
i3 a growing and alarming one. The Vandenburg measure
would amond tho judicial code in a way to prohibit the same
judge from both challenging and .adjudicating an alleged
contempt of court when the alleged contempt is not in his
immediate presence and when it involves a personal issue
touching upon his own character, reputation or exercise of
power. What the bill proposes to do is to guarantee freedom
of speech and a free press by making it safe for individuals
and newspapers to publicly criticize a jurist they believe to
bo incompetent, corrupt or unqualified. Kxisting contempt
laws empower judges to imprison those who criticise them
even though the criticism be just an essential to the public
welfare. Were every judge to exercise these powers with I
unrestraint the American institutions and ideals of free
speech and freedom of the press would be destroyed, and,
thoso safeguards gone, government and the courts would
fall into a state of the most deplorable corruption and decay.

condition bo suspected It can be
determined by well known labor
atory tests of the blood and urine,
or of the air expired from the
lungs. If present to any marked
degree, and allowed to go uncor
rected in an individual who Is at
ail unstable in his nervous and
mental makeup, serious conse-
so called acidosis, uch as nre
manifested by a persistently red
tongue or a fllghtly pungent odor
of the breath, can usually be cor
rected by a liberal diet of sweet
or starchy foods and the adminis
tration of moderate amounts of
alkali. In those individuals, how
ever, who have a high degree of
acidosis, or Its counterpart, a very
low alkali reserve, and who do
not respond to the ordinary meth
ods of treatment, symptoms of
mental hebitudo or even a definite
eonfusloual slate of mind may
make their appearance. When such
symptom" are sufficiently well
established that a diagnosis of a
"toxin" or an "infective exhaus
tive" state of tho brain can be
made. It Is at once apparent to
the experienced observer that sev
eral months of hospital care will
be required to bring about a com
plete mental restoration.
Wo suggest. therefore, that
those Individuals who have had
any sort of an Illness with fever
during the winter months, or who,
in the spring and early sunnmer,
have either lost considerable
weight or note that they are per
sistently "tired out" and do not
feel refreshed after a good night's
sleep, should consult their usual
medical adviser and request that
he not only give them a thorough
physical examination, but also look
into the question of their alkali

Prohibition of cigarette smoking is to be started in a small
way. That is, the guardians of the nation's morals have de
cided to forbid advertising cigarettes by radio and the mails
nnd to centralize on the younger generation. Their campaign
seems to bo patterned after the old pro-prohibition temper
ance program of abolishing liquor by propaganda (sometimes
called education.)
