There is little rainfall in the;
desert for months, and a merciless'
sun beats down on the vast, arid
stretches .Rut what little rain there

Pushing an improved hhihway
through the shifting sand hills was
a project conceived by K. Q. Sulli
van, district engineer of the divi
sion of highways, and the district
he administers contains the princi
pal desert roads of the state.
The old plank road which once
pushed for six miles over undula
ting hills still stands, a reminder
of the days when the continuous
services of a crew of men and 1
hea dof mules were needed to keep
it open. Kven then, during heavy
wind storms, it was closed at niuht
and occasionally in the day lime.
Highway construction in desert
regions is costly, although depen
dent on the locality and character
of the country. Sections paved in
the Imperial valley cost approxi
mately 1 4 9.000 a mile to grade, con
struct culverty, and surface with a
2u-foot pavement.
