When all is said and done, Wallowa Wonderland offers as
pleasant and as comfortable a variety of accommodations for
those taking a summer vacation as any spot in the North
west. Union and Wallowa county people are probably ton
close to it to appreciate its unusual qualities. It takes vis
itors lo discover how green our home pastures really are.
i-'rank Miller, of Albany and former active member of the
board of normal school repents for many years, has been
mentioned as member of the public service commission to
succeed late Comissioner ISenn. Mr. Miller served in that
capacity at one time, we understand, and we are, of the opin
ion that ho would do so with credit again. He has impressed
the people of Eastern Oregon with his sincerity, his fairness,
his sound judgement, his pleasant personality. Oregon would
do well to continue his fine service to the slate,
CORKHCTINtt THE INITIATIVE
The ease with which anyone properly equipped with fin
ances can initiate a freak measure in Oregon has received
the attention of the slate Grange. Paid petition circulators
ar6 now allowed and have1 been regaiTle(l'!isJa'sei''i(ius'cvi l'or
some time. In his address to the state Grange State Master
Palniiter had this to say of the practice:
"Our law covering the initiative and referendum
should be changed so as to stop the circulation of
. petitions by paid circulators. 1 do not believe it
was the intent of the law that one person with suf
ficient funds could initiate a law and put it before
the people for their approval. Nor do I think one
person should be allowed to slop any law passed by
the Legislature from going into effect by securing
signatures for the referendum by means of paid
circulators.
"The initiative and referendum are necessary so
that the people can enact direct legislation, or refer
the acts of the Legislature to the people for their
approval or rejection. Hut this is too much power
to place in the hands of any individual with money
to employ circulators."
He is right, The present law defeats its true purpose by
playing into the hands of those who have an abundance of
money with which lo promote pet or special schemes. Half
of the initialed measures that appear on the Oregon ballot
have no business there are not the serious demand of a
fair portion of the people of the state. I'.ut as long as paid
circulators are allowed there will be plenty of citizens will
ing to sign any kind of petition regardless of its purpose or
nature.
Washington, so the Oregon Voter points out, abolished
paid circulators six years ago and lias seldom had more than
one or two initiated measures on the ballot at any election;
one or two elections have been held without any. Not so in
Oregon under our law.
With paid circulators abolished, petitions for an intuitive
would be circulated1 only by volunteer workers, members of
various organizations interested in it specific measure, in
dividuals interested in the proposed legislation on its merit j
and seeking signatures without compensation. Such a pro
vision would eliminate much of our present trouble. The
initiative would have a definite purpose ami reason and its
use would not depend on the financial resources of those back
