No that summer has arrived we can at least say that

. Although not absolute the school district census in the
various communities of Oregon is indicative of population to
a large extent The figures published recently in the Ore
' gon Voter give Baker 2600 children of school age, Pendleton
1825, La Grande 2833, Bend 2859, The Dalles 1907,' Klamath
Falls 3397, Union 508, Elgin 249, North Powder 211. With
the exception of Klamath Falls, La Gra.vle has the largest
school Enrollment of any city east of the Cascades.
' THE OREGON TRAIL NEEDS MONEY
The road over the Blue mountains between La Grande and
I'endJeton is in the worst condition t has ever been since
construction, considering that no r i i colar stretch has gone
out I(t is simply worn down under heavy traffic until small
holes have appeared in the old oiled burfuce, making driving
anything but a pleasure.
We:refer particularly to those portions of the road not
now under repair though badly needing it From Kamela
to the top of Cabbage hill the highway is leing resurfaced,
with nroch of it entirely rebuilt last year following the spring
breakup, .isjjction, when completed, this ?eason,will pro
vide an excellent road, but will serve to emphasize the press
ing need for rebuilding the remainder, especially from Ka
niela this way. In'addition to being rough, and full of holea
uia. cannot De patched efectively, it needs to' be widened
and straightened. - :
No one realizes this better than the highway engineers,
ana me members or the highway commission have had this
stretch of the Old Oregon Trail very much in mind for manv
months. But little lias been done so far to start correcting
it. ine next to the most important highway in the entire
state and carrying a traffic load that should make it a pri
mary consideration, me Iran needs money spent on it this

most natural and direct route into Oregon from the east,

state as a whole as well as Eastern Oregon. .
The whole trouble is money. So many projects are under
way, so many mads need repair and maintenance, and so
much interest and prinripai j required at this peak time of

aeot payment that there Is little or nothing left to take care
of this important cross-stale highway. The one way that
money could be provided for this and other important proj
ects is being evaded by the highway commission or has
been thus far. It has the authority to issue additional bonds
to carry the highway system over this period of three or
your years when payments of present xnds and interest are
at the highest point. A million dollars a year additional
would take care of such needs as this Oregon Traii rebuilding
and would hurry the completion of the entire system.
But the highway commissioners haven't agreed on that
program yet. They are either too fearful of the public re
action to a few more bonds or are too little informed about
the highway needs and we know the latter isn't true. In
any event they arc apparently willing to get along on pres
ent revenues for road workdecreased as they are by bond
retirement and inti rwt demands -and give the slate bad or
mediocre highways in some scctit-ns when good highways
would pay for themselves.
, Oregon cop!e are sold on good highways and are. in tho
great majority, ix-ifeelly content and anxious that they I
kept good so long as the license f.-vn and gas lax carry the
burden. Additional bond-, lo the extent of a million a year
at this crucial time would nut burden anyone a penny more
than they now pay, would simply permit construction work
now instead of four or five years fit i yw. We hope the
highway commission will yet sec tin- i,moniy of such a
policy. Road building and maintenance o.-u money but cer
tainly Oregon has demonstrated to the world and to her own
satisfaction that it is money well spoilt.
