ECONOMY IN HIGHWAY. BONDS t
No action has yet lieen taken by the state highway qom,
. mission on the proposal made during the recent legislative
session that small bjoes of new bonds be issued for sitew
years to permit more rapid completion of the present high
way system. Oregon roads pay for themselves. They pro
mote travel and therefore increase receipts for their con
struction, and maintenance. They constitute the primary
reason, why the state enjoys a tourist business worth, many
millions each year. Any means by which needed improve
ment and new construction can be accomplished without an
added tax burden should receive tho careful attention of the
commission. To issue not to exceed a million dollars worth
of bonds thiB year, for example, would provide funds, for
work that is seriously needed. It would not, however, be
an, additional tax burden since motorists are paying the li
cense1 fee and gas tax through which both bonds and in
terest are being paid. Principal and interest payments sched
ules are at their peak; however, at the present time and some I
pressing highway work is likely to 'suffer in consequence.;
.With a bond issue of only n million each year for the next
three or. four years, that handicap would be overcome. It
would allow the straightening and widening of the La Grande-!
Kamelft section of the Old Oregon Trail one of the outstand
ing, needs at the present time and would permit improve
ment work of like character in other sections of the state.
Even a million in bond money for one or two years would
provide important relief. Traffic is op the increase. Mod
am motor cars demand wider, better main arteries. Itoad
betterment is an investment in state progress that should j
not be delayed. Revenue from additional bonds now would;
lie a state economy in the long run. ' !
