credibly short. No less interesting is tahe statement that
the idea of such a pleaform originated with a woman. She
deserves political immortality. Her name is Mrs. Emily New
ell Blair. Who said women would contribute nothing to
politics?

is going to be very moral. Informed by the sheriff of the
county (that there must bo no betting, the proprietor says:
"Of course we will not have any betting on the races. The
system we are going to use is not betting. It is operation on
the brokerage system.'" ISy this system, it is explained, the
race track patron who wants to take a little, flyer simply buys
an interest on the horse, instead of putting up his money in
the usual way, and so shares as an owner in the horse's
winnings, if any. This ingenious device is said to have been
tried out in five states and found. law-proof. Proving again
Uiat gambling, like love,- will find a way.

There is no question that international sentiment toward this
proposal is growing steadily more friendly. Officials of the
department are hoping that several powers may be persuaded ,
to sign the pact in its present form. They have suggested
that July 4 would bo an appropriate dale for that. Ear be:
it from any onlooker to throw cold water on such hopes, but
the way to assured peace, or to reassuring peace pacts, is I
always thorny. Such clerity in regard to anti-war pledges
of such scope is hardly conceivable to the average observer of
diplomatic procedure. It may be doubted, too, whether the
other powers would be very keen on making their act of
signature a Fourth of July celebration for Uncle Sam. Armis
tice Day would really.be more appropriate, and we shall
doubtless 1h lucky if the signers can be rounded up and per
suaded to sign on the dotted line by that time. Then the
reul job will begin. It's one thing to outline and adopt a peace
plan quite another to keep it working successfully.
MORE PAN-AM EIUCANISM
. A forward step in Latin-American relations is the invita
tion to the governments of all the other American republics
to attend a Pan-American conference on conciliation and ar
bitration in Washington next Decemlier.
This is not merely "another of those Latin-American meet
ings." It is called in pursuance of a resolution adopted at the
fcixth Pan-American conference in Havana early this yew, and
it offers an unusual opportunity. The representatives of the
United States, if they choose, may prove tho good will of
this country and set an example to the world.
There might well be an all-Anwrican treaty which would
Correspond roughly to the "multilateral peace pact" which our
government is now negotiating with the big Old World pow
ers. Two such treaties together wot, Id cover the ground pret
ty thoroughly.
It is desirable, too, for the Latin-American republics to
have solid assurance that the United Stales intends no aggres
sion against them, or any unwarranted interference in their
domestic affaiis that we are not itsinn the Monroe Doctrine
to keep foreign powers from bulldozing our sister republics in
order that we may enjoy that privilege ourselves without com
petition. Such a pledge might be embodied in a pact of such
soit as the government seems to contemplate.
