The Geneva naval conference has ended without an agree
ment for limitation of cruisers, destroyers and submarines
between the three nations attending but it can hardly be
called n failure. The steps in the direction of disarmament
and education against war must necessarily be taken slowly.1
Nations are but individuals in large groups with specific rep-1
resentatives determining the fate of the mass. Most indi-j
viduals, consciously or otherwise, are inclined to selfishness,!
to self-preservation first and concern about someone else al'-'
terwards. Agreements whereby nations will decrease the
preparation for self protection are naturally slow to he.
reached.
Someone has said that those whom we do not know, we:
suspect; those whom we Riispeel, we fears those whom we'
fear, we hate; those whom we hate, we kill. Although not,
absolute, that characterization applies too often in interna-!
tional relationships. The secret is in getting acquainted, in1
knowing other countries, in knowing the people of those,
countries. I
The Geneva conference, lacking a definite agreeiiient, '
made pi-ogress, we are confident, in acquainting the partici
pants wiin each other, in breaking down barriers of suspicion
and fear. That is moving ahead inul means thai confer
ences of the future, through the spreading of international
friendships, will have a greater chance of success. Coulidge
deserves credit for visioning Hie Geneva meeting and for in
viting tho other nations to participate. The good that has
been accomplished will be mole evident in future years.
