What with private and municipal planting, the forest situa
tion is-looking up rapidly.,. It is a development that carries

It is said that there is prospect of a ieaeel'ul setllement of
the dispute lietweeii Chicago and Croat Lakes states over
water diveision.
The Mississippi flood is credited with changing Chicago
sentiment. Whatever may have lieen the responsibility of
Chicago for contributing to that flood, by pouring part of
the Great Lakes into the upper .Mississippi, the reasonable
business men of Chicago 'do not want to have any such ac
cusations brought against them hereafter. They want to
do what they can to alleviate flood dangers, and they realize
that it will do Chicago no good to have the states along the
lower Mississippi blaming it for future deluges.

icism from Wisconsin, .Michigan, Indiana, Ohio ami Canada,
which accuses them of lowering lake levels, hampering lake
navigation and bringing seiious loss upon property owners all

Chicago, thi'icl'iiie, is said to be in a mood to compromise,
no matter what may be the decision of Special Master
Charles K. Hughes, now icpiescnting the I'nited Stales su
preme court in healing the suit (nought against the Chicago
Sanitary District liy seveial neighboring stales.
The complaining states themselves may l- inclined to
compromise. It is believed that none of them will object
lo whatever water Chicago may need for a barge canal from
Lake Michigan to the Mississippi, M.ir to whatever she needs
temporarily for dunnage pin poses, if she pmceeds to put
in an adequate system of sewage disposal.
Such a settlement would le.piiie action by congress, but
that could doubtless be accomplished. There still remains
Canada' to deal with. Put Canada, too, would probably lis
ten to any fab and roasi t able piopo.,al, inasmuch s tht
country itself witlulrws consideiable water from the upper
lakes to operate ship canals. This should lie more satisfactory
