they violated the duty of citizenship and were influenced by
selfish consideration rather than by a personal conviction as
to what they thought best for Oregon. Surely a governor
would not value or want that variety of supporters, would
not use sectional patronage as a means of securing approval
for a pet policy which was not desired by the majority of the
people of the state.
The office of g'lvernor is, according- to many people, the
highest honor and the finest gift within the power of a state.
True. A chief executive is, nevertheless, but the servant of
that state and of its citizenshin : a servant, wlmsr. rlnlv ii iJ
to discover the will and wishes of the people, to execute those
wishes, not to dictate them.
If the people of a state vote for the construction of some
public institution without voting how the expense shall be
met, it is the duty of the governor and the legislature to see
that it is constructed. If that governing group suggests a
certain means of revenue and the voters disapprove that
means, the duty is unchanged. It simply remains for those
to whom authoiit.v lias been delegated to find some other
means of revenue that will be satisfactory to the people, dif
ficult and puz.ling as that job may be.
In view of these obvious considerations we are quite sure
that Mr. Patterson was either misquoted or spoke thought
lessly at a time when he was naturally disappointed over the
defeat of what he consideird to l. a prop,.,- and prompt .solu
tion for Oregon's financial difficulties. The construction of

the people, but they aie no less so than the operation of ex
isting institutions wind, have had the approval of voters in
elections gone by. We aie confident that the governor is
cognizant of those mandates and that his interest in the wel
fare and advancement of the state of Oregon is so great and
so sincere that an adequate solution will be possible within
the next year or two. In seeking a solution we are equally
confident that he, and the legislature, will have the serious
attention and aid u( the people ol' Oregon.
