;, V TAKING SKRIOrS ( ilAM'KS
Municipal bond issues an? like family nu'als--a nec(ssary
eil but one that must be takjn wiUiiotelliuii. muilujuiion.
;Without some of the public improvements that bond money
nnikerf possible, wo would not have it community in which we
take pride and pleasure in living, we would not have modern
sanitary conditions, nor fire protection, nor adequate schools.
Hut if the community, on the other hand, dues not. exorcise
tare and discrimination in its approval of those things for
which' bonds are floated it may locouio so heavily burdened
that we are unable to properly enjoy and benefit by the ad
vantages thus provided.
' A happy medium is naturally to be desired and it is
achieved by careful selection of city officials and by equally
careful consideration of the proposals they see fit to submit
to a vote of the citizenship. At the present time La (Irande
property owners are paying taxes in considerable propoition,
but not out of proportion to the results nor to the ability to
pay in most instances.
fhi! proposed bond issue of 15,000 for a new cast iron
water main from K to .Jefferson, however, can hardly be
classed with ordinary bond proposals. Those who have in
vestigated the situation are convinced trial the new main is
not only desirable but nn absolute public necessity for the
immediate future. The old wooden pipe, in the ground for
firteen or sixteen years at least, is 'Hazardous equipment,
frugineers who are in no way connected with the city say
that the old line might last another year or so but might
equally well bVeak any time. Troperty below the hill would
be in immediate danger of serious damage, the entire busi
ness district and surrounding area would be without fire
protection and without water.
There is no doubt, in our opinion, about the ho rid issue
for this punose carrying under the circumstances. It is a
public responsibility, not an administration responsibility,
and the people of the community do not wish to take tin1
serious chances that a delay would bring. The amount is
not large and the line will be adequate for many years. It is
therefore presented as an expenditure that is both worthwhile
and necessary for public safety.
