II. G. -Wells, British novelist, speaks from personal ex
perience when he describes European air services as being
"I'.npunctual, untrustworthy and inconsiderate of the ordi
nary passenger," but when he deduces from that experience
there is very little future for commercial flying he is neither
convincing nor speaking with authority.
Steamships, trains and automobiles were once as unde
pendable and unpunctual as the passenger airplane, but to
day they arc punctual, trustworthy and considerate- to a
high degree. In their incipient stages the railroad, steam
ship and automobile were depreciated in much the same
-manner as the aeroplane is now being "scrapped" by Mr.
Wells.
Instead of saying that aviation has little future, the i
worst that Mr. Wells can convincingly say to its discredit i

!mend it; but the fact that Mr. Wells has certain ideas about
what the Kiiper-man of the future will do and look like,
that does not qualify him as an infallible judge of the
worth of future improvements in the art of flying.
' It is conceded, however, that .there are formidable ob
stacles to be overcome before commercial flying is placol
on a schedule basis, giving passengers reasonable assur
ance of leaving and arriving on time. Certain atmospheric
'conditions which merely delay trains and ocean-going vos
.hols and make motoring precarious, make flying impossible

overcome greater handicaps and solved more difficult problems.

It was inevitable that on liolh bunks of the Rhine popu
lar emotions have iimlei'tfone a sharp reaction from the
liijfh pitch of Locarno. Cold loo-ie usually follows ecstasy
and inspired admiration often cools into critical analysis.
So the reaction from Locarno is not a case of disillusion
ment, hut a natural let-down. The contractiiitr nations have
not lost faith in their pfaoo-pact nor do they doubt its
Value; lo them Locarno represents one problem solved and
lr.eans more lime to devote to the solution of other prob
lems. (Jermany's currency is stable, but she is harried by un
employment, and in France the situation is just reversed.
Three, years ao (lermany was in financial chaos and the
tuimber of her unemployed, in a nation of sixty millions,
was neRlijtible. Today her finances are sound but she has
(65,0()0 people out of work. While the French franc was
firm three years an't) Franco was troubled with unemploy
ment, but now that she stands panicky on quaking l'inan
lial ground her number of unemployed is officially placed
at C13. (lermany survived her financial crisis ami it is
conceded that France is even better able to weather such
n storm.
Roth of the Furopean republic are traveling a hard road,
but each obstacle overcome fortifies them for the next. If
history holds true, both will emerge stronger because of
their hardships and struggles.
