The budget report to congress by President Coplidge

pansion of it growing country will produce tho need for
increased expenditures in the future.- A surplus is indi
cated for this year and another for 1927, but ciittinpr and
hashing of operation costs cannot continue, according to
the chief executive.
Coolidge is probably right, from a practical standpoint.
Eliminating bureaus here and discharging officials there
can go just so far for efficiency's sake, but no further.
And new demands for government activity will constantly
i ppear, "the natural expansion of a growing nation" prophe
sied by the president. Of course we can continue to 'cut
government expense, without due regni-d for government
efficiency and the nation's welfare, and see constant tax
reduction. Hut that is not a condition sought by the
nverage citizen. We want sensible economy and a business
like government. An extreme of economy is neither proper
nor profitable as a permanent policy.
Announcing the probable future inrrease of expenses
rather than a decrease, the president needs make but one
pledge, and issue but one warning to patronage seeking
politicians that the anticipated increases shall be used
for the nation's welfare and pi ogress, that no poi k barrel
appropriations will become the order of the day, and that
expansion shall not Ih undertaken simply to pacify politi
cians who have predicted loss of votes as a result, of the
economy program. If care is thus exercised in the regula
tion of increased expenses, the expression of vnlers nt the
polls will not be unfavorable. Coolidge's administration lia..
