prove something of a fizzle to start on, but it is very defi

not be had in a day or a year. Proof of success or failure
will come only with future generations.
As a fitting rival in interest, if not in luxury, to the
national auto show in New York, the Pacific Northwest is
going to have an exposition all its own at the Madison
Square Garden this winter. There will be displays from
all over this neck o' the woods telling the eastern world
what we have out here and what can be done with it. It
is staged with the idea of attracting settlers and capital
mostly the latter, we imagine to the land of opportunity.
Certainly such an exposition should be successful. It de
serves whole-hearted support.
The sixtieth anniversary was ".celebrated last week by
- the Albany Dcmocrat-HeraM witlPan fcflKpage edition that'
is a credit to the Willamette Valley city and to all Linn
county. The edition gives some interesting past history
. and a great deal of valuable and interesting information
about Albany and the county of which it is the metropolis.
That community is most fortunate now in having one
strong, able newspaper that serves it loyally and well.
Not only the anniversary edition but every issue furnishes
abundant proof of that fact.
Over in Pendleton there is considerable tarn of Fred
Kiddle, of Island City, as a candidate for the republican
nomination for joint state senator from Union, Umatilla
and Morrow counties, and friends here are taking up the
idea with enthusiasm. Mr. Kiddle is well known through
out this valley and also has a large following in Umatilla
where his Legion acquaintances and activities have made
him popular. Whether or not lie will enter the race is
doubtful right now but there are sure to be other republi
can aspirants after the same job by the time the primaries
roll 'round. '
AN INVESTMENT IN THE RACE. '
Under the Sheppard-Towner act, granting a federal sub
sidy to the slates to promote the welfare and hygiene of
maternity and infancy, 43 cooperating states in the past two
years have examined nearly 600,000 infants and children
under school ago at 6,85!) health centers.
At the a.fifi!) pre-natal conferences conducted under the
act by the health centers 75,000 expectant mothers re
ceived scientific advice and instruction and mothers' classes
at tho centers during the same period were attended by
lfi2,000 mothers. This work was instituted by many states
before the federal subsidy was granted, but it is clear that
state initiative has been largely stimulated, both by federal
financial assistance and by the assistance afforded by the
children's bureau at Washington, created under the Sheppard-Towner
act.
Thus far the federal expenditure has been less than
81,000,000 a year. To share in the apportionment of this
fund tho individual states were required to match federal
appropriations. States which failed in this lost their fed-
oral appropriation. Together 13 states and the federal gov
ornment are investing $2,000,000 a year in "better babies"
and in reducing the infant mortality rate.
Gratifying progress has already been made in the lower
