"In any plan for the grouping of railroads or
division of traffic between them, the matter of
ownei'ship should be disregarded. The public in-
terest requires that traffic be so moved that the 1
best seiviee may be given at the least cost. No
scheme for the development of central Oregon can
be considered complete or satis factory without the
. direct route east, but the cioss-state line can not
be built if it is to stop at Odell Junction without
any further provision for reaching tho traffic of
central or western Oregon. It must have joint use
of all tho lines now pioposed in Klamnth and Lake
counties. The Willamette valley has already more
than sufficient railroad mileage for the territory
served and it is important that theie be no further
duplication. I suggest that the Union Pacilic
Bhould be given joint use of tho Natron cut-oif
from Odell to Kugene and of the Southern Pacific
lines between Eugene and Portland, excentintr the
main line. The resulting economies iu operation
would give ample latitude for the protection of the
Southern Pacific rights in sale or lease, and com
petition in both seivice and markets would be of
immense advantage to western Oregon piotluceis."
Whether or not the Union Paeitic would be in favor
cf thus entering this territory themselves is not known, as
they have no application at stake now, but surely it is only
a question of time until Oregon will have a cioss-state line
as a means of handling the increasing freight business from
'""the central, western and southern sections tif the state. It
is now up to the intei state commerce commission to de
termine whether that development is practical now, or
whether less extensive facilities will ts adequate ror im
mediate needs.
