ing in the Kiualaw national forest
in the vicinity of Hcottsburg. in
western Douglas county, and has
spread over loo acres, according to
a message received at the office of
the forest depart ntent here from
Hobart Uurbin, rancher at Gard
ner. The fire is spreading in
young growth timber and has not
yet been brought under control,
said the ranger.
It is the opinion of the forest
officials that hunters set the fire.

stitution of the Italians. He has at least legalized his dic
tatorship and he had already deprived the Italians of the
last vestige of self-government
By a stroke of his pen Mussolini has substituted for the
local representative governments commissioners of his own
I'ppoinlmciit who will administer local affairs in accord '.nee
with the dictates of the national government. Suffrage
will be granted to only two classes the workers and em
ployers and their organization Into syndicates or corpora
tions will be under Mussolini supervision. The obvious ob
ject of the scheme is to alwlish local self-government, furth- J

of the central government which is Mussolini himself.
Here is something new in the way of government. It
is different from sovictism only in that 'it deceives two
minorities instead of one into thinking they are governing
themselves and the other classes. And Mussolinbm is fully
as destuictive of representative government, of democracy,
of human lihcily, and even more destuictive of local se'f
i'oveninu'iit, thiol the Russian brand of conimimi.iin.
One c;m readily see why the communists in the Italian
parliament shout at I'miiier Mussolini, "We understand
