be following the American plan.

Mitchell case, that practically everyone recognizes the fact
ithat the colonel has told the truth and will lie punished
or it. We doubt the latter part of that statement. Too
nany army and navy officials on the investigation stand
have told about the lack of attention to aviation develop
ment.. Of course they say that it's due to lack of funds,
not to inefficiency in administration, but the fault is there
somewhere. And that is what Mitchell contends. We
doubt if he will be punished in 'the face of so much evi
dence, that ho has been right.

quires h tremendous amount of effort and devotion to the
responsibility of making good citizens out of growing chil
dren. As a matter of fact, that effort and devotion is i.o
great in some instances that many parents get to the
point where they cither don't care, minimize the importance
:f keeping tab on their children, or shirk the responsibility
in various other ways. Modern life demands many things
imd often the demands given most attention result in the
fhildi'cn being left out of the picture. They eon.seouciilly
shift for themselves and some conduct themselves in mich
a way as to finally make their parents guilty of criminal
cmvlcssncKH.
Wayward children are generally waywaicl because of
the home from which they come, but that is not always
the case. Mental handicaps are not infrequent; sometimes
a Child's tendency Is so foreign to the experience of the
parents that it's too late by the time it is realized. Some
times the bare struggle for existence in a homo is so diffi
cult that no time thought or energy remains for the proper
direction of the offspring. Yet these conditions should not
excuse delinquency. Kather should they be an additional
urjie in the community's life to aid collection. 1'ioper
suel'vision of the associates and the activities of child'cn
should be a home piolilem but it should also be a community
problem. Law enforcement is the direct job of the police
officials of the various government units yet it is a failure
unless It also lieromos indirectly the job of the citiwns
Mho make up those units. We, as members of this com
munity, can have no gi eater interest nor no moie impor
tant job than the proper development of future citizens.
