DAZZLING LIGHTS IN VOGL'K.
The now headlight law for automobiles is a good law.
When lights are properly adjusted' the average motorist
experiences very little difficulty in driving on the highway
at night. But all lights aie not yet adjusted to meet stain!
requirements. And the owners of the cars who arc de
linquent in that respect scum to have forgotten that they
still possess dimmers, with the result that some driving
conditions ' aro ' niolc hazardous ' now with the "new' 'law in
effect than before.
, ' Motor car owners who have mot had their lights ad
justed are not entirely to blame for this' condition', ' Soma
of them have tried to gel service at the various stations.
I!ut the demand is groat; there arc many .'(in a .ahead; and
it all takes time. These owners should give their, lights
attention just as soon as possible in spile of some incon
venience, for their own protection as well as the piotection
of others. Until the adjusting stations have an opportunity
to put a big majority of lights in condition highway offi
cials cannot enforce the pivsunt law and they are not
inclined to. lint as soon as they find that drivers have
had plenty of opportunity' to secure adjustments then
they will start a little night riding. And the timo is not
far off. In the meanwhile courtesy and caution would do
iiiand that drivers continue to dim if they have not had
lights adjusted. It's the only safe and fair solution for
the owner who lwui already complied with the new law.

'II 1 10 NAVY ADMITS IT.
The first information relative to the investigation to'i
be made by a cuiigres.iioniil committee (how familiar that
sounds!) reveals that Secietary Wilbur an his aides are
frank to admit the navy perfectly efficient mid satisfactory
"as is." They say that, there is no need for the ere it'oii
of a separate department of air service, that suchn tiling
would hamper the navy's operations and would jeopaidi::e
national defense.
In other wolds, the navy admits it is iij;ht and the fly
ing world which may or may not include on Colonel W il
liam Mitchell is all wrong. And that's about wheie the
investigation w ill be v lien the thing is all over. On one
side will be those who say we shou'd and on the other
those who say we shouldn't. There's going to be little!
chance of changing the opinion of any of the witnesses
Colonel Mitchell least of all.
What will the inveslig: tion accoirp'ish, then? If it i-;
as successful as most of its kind, you will not be able to
IjuI your finger on very much oiititaiuling lesults. but ii
is possible that the testimony will convince some congress
men that we need, or do not need, a separate air service
rod increased development of winged defense. If congres.i
c.-n be sufficiently inteiested. mayb" it might get busy on
the. problem this coming session and ntl.'mpt to solve it.
