OUT OUR WAY
By WILLIAMS
A death toll of 20,000, of whom 10,000 were children,
resulted from traffic accidents last year. And still there
are drivers who drive carelessly and rapidly through, resi
dential sections everywhere.
A circus of forty or fifty jilanes is now added to the
attractions offered at this year's Round-up. It's going- to
be a great exhibition this year a credit and benefit to
all Oregon as well as to Pendleton whose peopie carry it
through so successfully each year.
NO, IT'S NOT A MAC1IINK.
The continued campaign of General Dawes against the
present senate rules and methods of procedure is not fully

production, even thoiiijji&Ui(iiiiflu- j-'iixUict. is shot out
automatically. A machine accomplishes something and that
is more than can be said of the United States senate at
times.
The truth of the mat ler is that our ncijchlior over the
Rlue Mountains possibly doesn't understand exactly what1
Mr. Dawes is after in this campainn for new sen ile meth
ods. ', No one is ir"i'iJI to deny the advantage of debate
and discussion in the consideration of new laws, last of
all Mr. Dawes. A full debate on all matters of dispute is
much to be desired and would be as much in vintue after
the proixn.ed mle chaiie.es aie made as now. What the'
efficient vice president wants lo accomplish i.i some real
action after that discussion has taken place. And this isj
a thing often impossible under present senate method;!.
If the unlimited debate now al owed on varied legislation ',
were confined to a dhcussion of the merits and demerits
r.f the subject before the senate, there would be little criti
cism made, lhit such is not the case. The present debate t
allows an opponent of seme measure regardless of howi
much he may be in the minority and reaidless of the!
small amount of time n iiiainintr in an important session--!
to talk endlessly about any subject or no subject, just ;o!
he continues talUinjv, until no time is left for legislative:
action. The minority thus l.ills many valuable laws, and,
it if. the control of this niiimiity that Dawes seehs to lie
s' my. lie believes in majoiit.v rule and ni:;jo,ity action.'
Let Ihem talk as much as necessary, but let t Ih-iii talk
Iju.sine.s. And when the actual, cnucivio debate is end"d,
let them jret down tin- business of lawmaking. That'-'
what the senate is for, aeeoidin;-; to the jvener.il. Alter
all, isn't his position rather .sensible '.'
It's true, as the Kasl -Oree.onian says, that Dawes is of
the executive type rather than the law-niakinjr type. A
most fortunate thinjr for the nation! How fortunate we
would be to have more of that type in the I'niled States
senate. An executive type ;eti, things done. An execu
tive type sees the need of accomplishing and pushes
thioii'fh to accomplish il. The law-making type' is vnlu
