1 'The treasury surplus for the year islnearly $300,000,000,
four times what was estimated at tlj beginning of th
year. That would indicate that Ani:ricans made more
money last year than the government officials anticipated
or everybody is a bit more honest in. making income tax
returns.
jiT "WHY NOT SPEND IT HERE?"
Si , l)r. Hubert Work, secretary ol the interior, could not
become enthusiastic over the Baker irrigation project a
source of disappointment to those Eastern Oregon boosters
who have anticipated so keenly the spending of four mil
lion dollars of federal money to put water on thousands of
ufi'qe of,, this, land, tLef',islut.iYi', opinions indicate that the
construction work will go forward, regardless of Mr. Work's
decision that the project is not practical, that the money is
appropriated nnd there is no preventing it now. Dr. Mead
has written for the contracts to be sent out and that indi
cates action in the near future.
) The secretary's disapproval of the I!aker project is not
surprising and though we are inclined to argue with him
to his face, we are more inclined to admit lie is right be
hind his back. It is true that engineers have gone' into
possibilities in great detail and recommend the development,
but Secretary Work isn't interested from an engineering
viewpoint primarily he's interested in the success of fu
ture settlers on the land. Ami his stand is most creditabl
for that reason. ,
' The exact cost of putting water on the land in these
districts has not been accurately determined probably, but
it is estimated at considerably over a hundred dollars p.r
acre one of the reasons, we imagine, for Dr. Work';
statement that it would take a lifetime for settlers to work
their way out on such a project. It' such is the case, Ore
gon will be better oil' to see the development delayed for a
few years until the increase in population and price of food
stuffs is sufficient to make crops practical under such con
ditions. I The Baker and Vale projects may not be exactly similai
to .several other districts that have proved dismal failure
in the last generation, but it is foolish to court disaster
for a large group of settlers just for the sake of gettin;
that government money .spent in Oregon. '"Ihey are goinj'
to spend it somewhere, so why not. here?" is an argument
carrying little weight in this instance. When colonists can
buy good land with excellent impiovemeiits all over th.
Pacific Northwest, and here in the Grande Rondo, valley
especially, for the same phee that will have to be expended
to make an irrigation project productive -without the sam.
biff gamble on the future - we cannot become enthus d
about opening up new territory.
The time will come when much of our land now im
practical for development will deseive utilization to tlK
highest degree, but not now. Win n our rural population
shows a substantial increase per acre, when our production
-n lands already under cultivation reaches a maximum
point, and when we have completed all irrigation projects
that can be accomplished al lov, acre cost, then it will I."
economic to interest, the federal government in the more
difficult and expensive piopositimis. Dr. Work's criticism
is not without practical foundation, lie has the best inter
ests of Oregon anil piospeclive settlers at. heart.

"The Slick
Guy"
NEARLY every one of us has see.ii the eheckereil
suit person with the velvet tongue. How smoothly
he once told of the merits of this product or that
and raked in perfectly good coin for purchases
that were often worthless.
The "slick guy" is seldom seen today. When
the wise person goes to buy, he knows what is good
in value and fair in price.
Simply by glancing over the advertisements in
your paper, you can see where to go for the best
buys. You can compare values and check up prices
without even stirring from your easy chair. You
know in advance just what you are going to get
and how much it will cost. And you can have the
satisfaction that comes from knowing your money
is wisely and safely spent,
Nowadays, no one need be at the mercy of th
"slick guy." There are still a few people who fail
to read the advertisements and "take a chance."
Don't be one of them.
Advertised products arc safe buys. They have made
good before they arc announced.
