practically every state in the Union, Eastern Oregon Light
and Power company business is carried on openly. Tho
results of, operation are available to the public constantly.
All the activities of the Light nnd Power business in
which the public has a reason for being interested, nr
subject to regulative scrutiny, and in general it may by
suid that no one suggests that the rates charged the pub
lic are unreasonable or extortionate except the ignorant,
the demagogue or the unscrupulous politician seeking voles.
Discrimination is practically impossible under slate reg

There are no practices in force by the Eastern Oregon
Light and Power company which justify any propaganda
for political ownership and it is our belief that there is no
reason for believing that there could lie greater efficiency
of operation, greater economies or greater extension of
service than now exist under the present system of
supplying you with Light, Heat and Power electrical
