Under the present form of state regulation, which is
the same' form uf commission regulation being used i:i
practically every state in the Union, Eastern Oregon Light
and Tower company business is carried on openly! Tho
results of operation are available to the public constantly.
All the activities of the Light and Tower business in
which the public has a reason for being interested, ai
subject to regulative scrutiny, and in general it may be
said that no one suggests that the rales charged the pub
lic are unreasonable or extortionate except the ignorant,
the demagogue or the unscrupulous politician seeking votes.
Discrimination is practically impossible under state reg
ulation. There are no practices in force by the Eastern Oregon
Light and Tower company which justify any propaganda
for political ownership and it is our belief that there is no
reason for believing that there could be greater efficiency
of operation, greater economies or greater extension of
