"As comfortable as an old sihoc" is an expression that
probably doesn't apply in the case of the bridegroom who
gels one as he enters a taxi after the ceremony,

. There is.no "crime wave" and juvenile delinquents arc
not increasing, in numbers, declares Dr. G. W. Kirch wcy,
formen warden of Sing Sing prison, and he has; figures to
sustain his assertions.
It is the belief of Dr. Kirchwey that the universal be
lief that crime is increasing is an obsession, n fixed emo
tional state, which the new psychologists call a "complex."
The belief is contradicted by accurate statistics.
What should disturb the nation, according to this au
thority on penology, is not an imagined increase of crime,
but the indubitable continuance of it. If crime would abate
temporarily there would be more time for preventive work
for getting at the causes of crime.
It is readily to be seen that the public might acquire
the, impression that crime was increasing from the more
daring methods now employed by some criminals and from
the sensational uses made of the automobiles by the mod
ern criminal. ElfihinaltMiqiior law violations and other
recently created misdemeanors and one can see at once that
crime actually is on the wane.
J)r. Kirchwey says, there is no reason or excuse for
supposing that boys and girls are any worse today than
they always were, the probabilities being that they average
better now than ever before.
Since juvenile courts .have been established generally
throughout the nation many have noted that what were
once childish pranks now 'constitute sufficient grounds U
bring the child into the juvenile com Is. When the rural

crime conditions of two generation.
