PlIIfAGO (AP). The eil

the enforcement of existing laws,
or with changes In these laws

fundamental legislation already
enacted. The report w as made
public here by Hairy Olson, chief
Justice of the municipal courts,
and a member of the commlttt
"Our immigration laws should
at-Bll- tlnips b 'rigidly enforced,"
said the report, "and all border
line euNea, which are mostly those
liable to become public charges
tor medical reasons, should be de
barred unless thern is very strong
evidence In favor of admission.
Appeals from adverso decisions of
the boards of special Inquiry
should rarely bo sustained, and all
appeal decisions should be based
on evidence only, as the law In
tended, and not on personal rep

should be held strictly account
able for making the preliminary
examination before embarkation
which the law requires, and they
should be fined in every case in
which it appears that an alien
lias been brought here who is lo
ad in tssiblc. under the law, and
whose inadmissibility could have
been detected by u proper exam
ination at the port of departure.
"UeKistration of aliens should
be required by law. The time
limit for deportation of insane
and other eiigenicaily undesirable
aliens who, from causes not af
firmatively shown to have ar Is n
subsequent to entry Into the Lull
ed States, have become members
of these classes, should be re
moved. Higher physical stand
ards and, ns recommended by this
committee In its first report, high
er mental standards should be re
quited of all aliens."
i'oneernlng the immigration act
of J H2 1. thti committee said "it
should be maintained and streng
thened in such respects as experi
ence in practice shall Indicate to
be necessary for the filfllmont
of its fundamental purposes."
"The extension of quota limita
tions to the countries of the West
ern Hemisphere is both login!
and necessary. To break ilown
our present law In order to admit
more 'labor' would undermine its
fundamental purposes and put Im
migration back on a purely l-co-
noiulc basis."
The requirements of registra
tion , according to the report,
would greatly simplify the process
of Americanization and naturali
zation. "There la no hnrdship or
Indignity In this for any alien
who is rightfully here. The ob
jection to the plan comes chiefly
from those who get rich by snrm'
gllng In Illegal Immigrants and
from the aliens already here who
llvo by exploiting their more re
cently arrived fellow countrymen."
