Americans entertain the chronic complaint that there
is too much legislation that is opposed to public opinion
and loo lre(U'Mitly it is not the majoiity that is represented
in legislative enactments. That is the lamentation that
arises from every iinpt pillar law.
Perhaps in some instances the legislators are at fault.
Ilepresentatives of the people I're.picntly place private in
terests before those of the public. I Hit such instances are
believed to be the exception. As a mle legislative bodies
sincerely believe (hat each of their enactments represents
the will of the majority. If the legislatois are sometime;
in error in this belief the public may l at fault.
The public seldom concerns itself with legislation until
it has become law. On the other hand, the special interests,
the interested minorities, the refoiming groups and th'
other foims assumed by the lobbyists aie in the legislative
halls arguing the merits of their pet bills. Hearing noth
ing but these praises the legislates sometimes assume that
public sentiment is unanimously in favor of the legislation,
Mid act accordingly.
This evil can only be tonected by abolishing the lobby
ist or by fully infoiming the public on every measure be
