Is Necessary
State House, Salem (By Mail). There are times when
one' trying to represent the people of a district, hesitates
and ponders, knowing that what he is going to do is right
from a local point but questioning the action from a sound,
fundamental business standpoint.
V That is exactly the frame of mind of every legislator
relative to the seed wheat local bill calling for a million
and a half dollars to be loaned from the various state
funds to ranchers who have had their wheat frozen audi
need funds with which to buy seed. ' j
Of course the farmers need this money, of course the'
state needs to have that land produce the coming season,
and being an Eastern Oregon man, we are supporting it.'i
but nevertheless, wo see a dangerous precedent fur the
future; we see a possibility of a crop failure next year
in the regions where loans are made; we. see a number1
of things that are possible to upset a balanced business1

x The Eastern Oregon normal school bill is in the process
that all bills arc put through. We have, been asked re
peatedly, has it a chance to pass? Yes, it has. a chance
if funds can be' found to erect the school, but Ashland will
insist on a school there and Monmouth positively must
have some financial assistance, for it is now over-crowded.
Every effort will be made to pass the Eastern Oregon
normal school bill, hut there must be a way found to ob
tain funds and there must bo some way found to prevent
the three normal schools, if established, from forming
legislative coalition, which, when we had three nor
mals, for many years dictated a condition in every session
that was most reprehensible and degrading. This may all
be worked out, at any rate an attempt is being made I
do so,
