When the Circus Comes to Town

Thousands of lives are sacrificed, billions of dollars in
property is lost and untold suffering is caused annually
by carelessness and negligence. In spite of "snfety first,"
"cross crossings cautiously," "watch; your step," "stop,
look and listen" and traffic signs and campaigns tin; toll
increases year after year. . ;
To be careless seems to be instinctive and to be careful
is manifestly unnatural for mankind. Sometimes it is
thoughtlessness or nbsentmindedness. but more often it is
pure carelessness. Too often man learns after it is Ion
lute. It is another case where the sin is not in the sinning
but in being caught. Perhaps it is because man is a natural-born
gambler that he continues to "take a chance."
Some of the more "popular" chances people take during
the course of a day are stepping off the curb without first
looking toi tl'af flCp' crossing the street in the middle of the
block or behind street carsj speeding across highway inter
sections' throwing matches and cignrets into waste baskets,
corners and leaves, driving over grade crossings without
stopping to look and listen and leaving ignition keys in
parked automobiles and house doors unlocked.
, Another less serious demonstration of the human trait
of carelessness is that of littering the streets, parks and
other public property with debris. Even where waste re
ceptacles are supplied persons habitually drop their cast
off papers and other odds and ends upon the sidewalks,
pavements, parkways and greens. The public spends mil
lions 'annually for public buildings for the public to mutil
ate. The taxpayer forgets that he pays for his own van
dalism and carelessness.
Legislation has proven itself quack medicine for the
endemic carelessness and education thus far has wrought
relatively few cures among the army of the chance-takers
and though tlet's. . .
