made here by officials of the Vet
erans' bureau to representatives of
the American Legion,
Attention of the bureau was
called lo 1111 advertisement In
which a veteran offered to sell his
certificate "to the highest cash
bidder.-"

The "scalper." It wns pointed
out, will in nil probability find
himself, f he buys up such a cer
tificate, whh only a non-negotiable
"scrap or paper." The govern
ment has no intention of permit
ting wholesale Healplng" of cer
tificates, iunulry at the veterans'
bureau and umong members or
congress revealed.
The law was carefully drawn, II
was said, lo protect the veteran
and bis dependent and lo throw all
possible safeguards around their
interests. Section 000 of the law
will prevent payment by the gov
ernment lo any wither llian the
veteran himself or his dependent
or boneNcinites designated only by
Ihe director of tho veterans' bu
reau. This section is ns follows:
"No right to payment under tho
provisions of this title shall bo as
signable or serve ns security for
any loan. Any assignment or loan
tnndo In violation of Ihe provisions
of this section shall be held void.
The director shall not make any
payments under this title to any
person other than the dependent
or such representative or tho de
pendent as the director shall by
regulation prescribe."
