For the New Year
Dwelling in the pant is nut to ho reeommr'iulwl. Tint
the best preparation for meeting problems yet to arise is ;
knowledge of what has been done in the years behind us. j
lhis is stock-taking time in the business world. "'How'
do I stand?" is the universal inquiry. Jiut it is not enoujfh
to know how "I" stand. How do business and humanity
t-tand? How did they fare in the 12 months just closed?;
How do results accomplished compare with those of pre- i
ceding years? With precise information before us we may
f.mge future prospects a.:d plan intelligently for the new
year. " .
, The greatest asset.' of mankind is the general fund of
knowledge accumulated through the ages. The ancient
and respectable pastime of making New Year resolutions
comes down to the simple matter of making decisions in '
the light of experience. Not of one's own experience but
tf collective, experience. Knowledge of what was done in
1923, added to the store of information previously assem- j
bled, constitutes a strengthening of the guards against1
error, -provided use bo made ol it.
orable to acceptance of the Russian proposal. That there
was no substantial basis for any such intimation was ob
vious to ;11 who have followed the consistent course of our
date department, unless, indeed, some people have leeii
convinced American statesmen are unworthy of public
faith.
The sheer impudence of the Tchilcherin note condemned
it ill American sight. Pretending to seek "friendly rela
tions" with our government and people, Tchitcherin de
sired that they be "based upon mutual trust." As if any
sane statesman could be persuaded to put anything of trust
in the red-handed crew of Moscow!
Secretary Hughes wasted no words in arguments. His
reply ; '.mounts to a reiteration of what hits been said re
peatedly in the par.t and was restated by President Cool
itige in his mes: age to congress. In concisest form our
position is that the United States government "is not pro
posing to bailer away il3 principles." This is the presi
dent's phrase.
Impoitanl for reinonibeiing is that our government nev
er has raised a question as to, the form of government in
tussia. We stand on this where we always have stood:
wc can legitimately make no objection to any form of
government that suits the Hussian people. Hut we can
and do make' mi issue of the character of the government
at Moscow and properly scrutinize its purposes and its acts.
It must be worthy of trust and the proof that it is worthy
will be given when it provides for discharging Hussian
obligations and abandons its policy of destroying the in
stitution.'! of other nations.

Can't Stand Russia
Secretary Hughes' promptitude in rejecting the Kussian
soviet suggestion of negotiations for an accord with the
United States should be finally convincing at Moscow of
the impossibility of its "making up" with Washington.
When a dirty hand is insinuatingly placed on one's' shoul
der one brushes it off without ceremony. This in effect
represents tho latest exchange of communications between
Moscow and Washington. .
It is to be hoped that the suitable impression has been
made by Mr.' Hughes on certain Americans jik well as upon
the Muscovite:). Only a few hours before publication of
the American statement sent tn Tchitcherin a Washington j '"
news dispatch had represented the situation as being fav.
