We wonder when the ultra reformers; in Oregon tlie men and
women who stand on the Oregon system lor revenue only, including
. those who have come to liu.sinesx and official prominence ly hypo
critically advocating a lot of luoli.sh rot will he willing to step
, down and take their place alongside men and women who sincerely
try to do the light thing in politics and constantly work to give
Oregon good officials anil careful administration.
The crooked politician willing to spend thousands for the re-
! call of a governor is just as much of a patriot as the individual or
newspaper that hypocritically pronounces the death penalty on
anyone who honestly refuses to advocate the recall and the other
fancy Trills which were only adopted to fool the voter.
It may be fun to keep on this way year after year. Perhaps
the Democratic minoiity still sees success in this hypocrisy, even if
it did almost singe the tail feathers of some of its own pet birds.
Rut just the same, it is as dishonest to preach a doctrine
that you know is wrong as it is to go out and hire paid solicitors
to circulate a recall petition. The law permits both to be done and
the law does not prevent either from being' crooked and unmanly.

A considerable proportion of Germans appear to have ambition
to make a bad situation worse. If they can discover the way to be
most miserable they will be happier than if they miss that goal.
Their self-pity constraint; them to believe that the more they cause
themselves to suffer the worse it will be for their late enemies.
The communists and the monarchists would overthrow' the repub
lic, though it is not to be assumed that they would agree on what
would take its place. Others would disnipt the reich. They ap
pear to agree that destruction is the desirable program. The Ger
many which IJismarck united on a basis of self-interest no longer
exists. Thdre is little love for Germany as Germany, Sentiment
for a nation one and undivided appears to make a weak appeal.
The Bavarians who talk of secession take no pride in being
members of the reich, a part of a populous nation with vast re

er the diverse disaffected elements have the power to overthrow
the republic or to dismember the reich remains to be determined,
but the will for either is present. Patriotism in a national sense
is largely an absent quantity. The Germans have no such feel-niwii it ui.ir to ki' mirmiiiinir
ing as exists among the French or Hritish. Their course for five,;;;- ""humin
yoars has demonstrated that they have no appreciation of na
tional honor. Occupation of the liuhr outraged them not that it
was an invasion of their soil hut that it tended to thwart their
plans for carrying on business while at the same time evading pay
ments on reparations.
The present republican government is striving to maintain na
tional unity hut it is a difficult task when unity makes hut a fee
ble appeal. Were the separatists to win and the reich he broken
up claims for reparations would become worthless but France
might be willing to exchange one for the other. A shattered Ger
many might offer the guarantee of safety that France has
nought.
