stitution and it is therefore highly essential that we get back to
its teachings.
Throughout the long years since the constitution of theUnit
ed States was written we have had few leaders who were more
capable of writing a document to hold us together than were those
old Pilgrim fathers. Their wisdom has been the mairel of .the
world and many believe, with considerable foundation for that be-

Water
Again we have with us a campaign for a new water system.
It is an annual event and has been for the past decade. Those who
builded the present system pronounced their work good and said
it, would supply a city of 2.3,000 people. They were mistaken, just
as men are often mistaken.
' y .We are confronted with an imperative need for more city water

,; . At the last meeting of the commission much was said relative
a water supply. The city manager outlined some pungent facts
Which exist and which must be considered.
' ' Dr. W. T. Phy, of the state board of health, in an interview in
yesterday's Obseiver, however, gave an angle to the water situa
tion which is well worth the deepest consideration and the Evening
Observer should like to see Dr. Phy invited into the commission's
parleys over this paramount question.
In his interview the doctor called to mind a fact which every-
hfe knows if a little study is given the matter, namely, that there
a no such a thing as a guarantee of pure mountain water these

. contamination of a watershed is enough to place the health of a
' community in jeopardy. Knowing this to be true, it is very likely
. tfiat Dr. Phy has struck a keynote when he says, dig a well in

the observation of Constitution Week in La Grande and to us it
seems that selection was a good one. lie is a lawyer of the old
school and an American of purest type. The program which has
been arranged is of a nature to bring all people who hear to a
realization of the needfulness of getting back to fundamental prin
ciples of government.
Let us sincerely hope that we may get under "constitutional
government" once more. In Oregon we have a fearful example of
w hat it means to ditch a constitution. Some bright chaps in years
gone by fixed things so our state constitution could be amended
and revised with great ease. The result is horrifying and unsatis
factory. To pass a constitutional amendment in Oregon is almost
as easy as to inaugurate a new statute, and we have suffered and
are suffering from such folly. .
Observe Constitution Week. It means everything to America.
The Visit to Other Towns
Co-operation is the key to getting more people into Eastern
.Oregon, and more people for this section of the state is the solu
tion of all problems agricultural, municipal, social and financial.
The trip made- by La Grande's Chamber of Commerce covering
all the different communities from North Powder to Joseph this
week was an excellent undertaking.
It brought men of the towns closer together, drove away any
i imaginary feeling of jealousy that existed, and united all of Union
