Fantastic Finance
The unnrcliic state of Gorman J'iniiiiee is inci'easinjr with such
rapidity that the Kcneral public is totally unable to follow the fan
tastic fluctuations of the mark, not from day to day, but from
hour to hour. In spite of the fact that the bread supply, now again j
rationed, as in war time, by the issue of bread cards to the poorer j
classes, is heavily subsidized by the government, the price has just j
been doubled in 21 hours, the four-pound loaf now costing 10,000 j
marks.
As a result wages have gone suaring. The striking metal work-1
ors of Jieilin demand 25,000 marks an hour, or 1,100,000 marks j
for a working week of I I hours. Hut even at this rate the wage
ia American money is only equivalent' to 10 cents an hour. As I
bread is 10 cents a loaf and meat and butter 50,000 marks ft pound, j
even such seemingly colossal wages do not go far in providing for!
a family. Expressed in American money, they represent less than
55 a week. As the product of the metal workers' labor is sold I
abroad for dollars or their equivalent, the pi-onls earned hy, t'je
great industrial magnates are imnieiiso. F'.ut'as these are depos
ited in foreign banks, they do nothing to ease the domestic finan
cial situation.
The vertiginous downward course of the work naturally upsets
ill J budgetary combinations made by the minister of finance. The
taxation scheme introduced five months ago now only brings in
one-fiftieth of the estimated revenue. The deficit of forty-nine-j
fiftieths is met by pouring out a constant stream of treasury bills.
These have been issued to the extent of 7,(l(il,(i5!),0OO,00O paper j
marks. ' ' I
, The strain upon the banks (if the handling of this extraordin
ary mass of inflated paper money is very grenL The Deutsche
bank has had to engage 20,000 employes to deal with it. To still
further complicate matters the government keeps pouring forth
an endless stream of laws, ordinances and regulations. More than
170 have been issued in the last week or two. An army of ein-

Improvements" And Costs
Improvement costs in all progressive communities are looked
upon generally as gilt-edged investments.
Sidewalks must be built. Municipal buildings must go up.
Sewers, roadways, parks and municipal playgrounds to keep citi
zens physically fit, are as necessary and as vital as the purchase
of food is to the individual.
There are, however, a few in every community who attempt
to belittle each improvement as it comes up for public approval.
They lament the cost, overlooking the returns in increased busi
ness for the merchants, increased employment and increased pay)
for the workers and general prosperity all around.
There is but one known way to keep taxes low, declares a con
temporary, and that is to stop all improvements. Quit building
new streets, quit paving, stop sidewalk and sewer construction,
discontinue building school and bridge structures, leave off get
ting a littler protection against fire, or any of the numerous thing's
necessary lo round out things making for a better community and
municipality stop these things and there will be no increase in
tax payments from time to time. Hut if that be done, neither will
there be an increase in property values; and when there is no in
crease in properly values, that means there is no growth.
Men and money are attracted to cities that are growing, few
individuals casting about for a new place to live will choose a
city that already is built. The chances for reward on investment
in a city that is building are too great to slop in a city where a
transfer of property rights in a dwelling may become a chief in
terest and excitement .
. The more we build the mure it costs, and the man who looks
the situation squarely in the face and complains either is mistaken
in his facts or unreasonable in his attitude.
