An Insignificant Quibble

if the French get the coal and other goods that their army
has crossed tne Rhine to secure they may feel content.
The distinction between the two forms of acquisition is
very slight in such circumstances as have been set up in
the Ruhr industrial region. But when the Paris news-!
pipers described their government's action as confisca-j
tio'i' something of a revulsion was detected in foreign,
lands. So it has been officially determined they will req

difference now as to what the French will get, but this
is hardly l;kely. If the Germans do not honor their requi
sition and make deliveries as demanded, the goods will be
taken wherever they are found, and that will be confisca
tion. If the French have a right to requisition under dur-1
ess their rigtit to confiscate must be conceded. But after"1
the supplies above ground have been taken there will arise ,
the real difficulty in case the Germans refuse to comply i-.m
"with the demands made for more. Requisitioning coal im- ''.
. plies something of right on the part of those requisitioned
to decline to comply. I id the French concede this they
would not have invaded the Ruhr. And this is the point
for German consideration. The French are there to en
force their demands for fulfillment of German obliga
tions. It may and probably will cost them a great deal to
get what the Germans refuse to deliver, but they will get
it. In the meantime the Germans will be put to so much
difficulty and distress that their satisfaction over making
trouble for their insistent creditor will be less than thy
think); They will get no" sympathy for their loss of coal
or for! their sufferings on account of reduced production
