"In the field of foreign commerce," gays Secretary Hoover,
"the shrinkage of our exports thunders at the doors of every
home in America the warning that we have no isolation from
the problems of the wdrld.
At the meeting of the international section of the United
States Chamber of Commerce, in Atlantic City last week, al
most every one of the speakers touched on this same subject,
to much the Bame effect, emphasizing the importance to the
United; States of restoring business stability in Europe, am!
the impossibility of such restoration without participation on
the part of the Arnercan government and American capital in
foreign reconstruction.
The report showing j drop of more than 50 per cent in
our March exports from those of the previous Mjrch was an
eye-opener. The reduction of the Pennsylvania Kailroad's divi
dend rate to the lowest potnt in more than half a century was
another. Every intelligent business ' man realizes , now that
American prosperity is inseparably tied up with European pros
perity that until the German war settlement is determined
satisfactorily, the Allies cannot get back to a normal basis,
pay their debts to America or buy American goods, and until
they do one way or the other there can bo no resumption of
normal industry and trade in this country, no general re'-cm-ployment
of labor, no stabalization of prices and profits, no
steadiness financially or politically or socially.
The government fortunately shows an appreciation of this
fact, and is pursuing a foreign policy which smaeks little of the
"isolation" which many .Americans were but lately extolling
as ideal. It becomes more evident every day that disregard
of world problems and separation from world negotiations, how
ever desirable in theory, are impossible in practice. Wc have
to sit in council continually with foreign nations to keep them
from wronging or cheating us, and wc have to help them in
order to help ourselves.
