As per your request, I. am hsndina
you herewith a detailed cost sheet of
the woi-k between Hot Lake and La
Grande, with an etplanation as to
the chiinges'm'ade in paving contract.
It is hardly necessary for me to go
into details as to the (finite conditions
which exist on this job.- Suffice it to
say that the county was expected to
comply with the laws of 1917 in
grading and placing in godd condi
tion, all roadbeds over which it es
pected the Highway Commission to
pave. .
Because of local conditions, this
grade settled badly and it was found
by the time the contractor had paved
the first mile and a half that the
pnvement and lxise was too light for
the condition which prevailed.. It then
became necessary to make such a
change in specifications as would
(five the state a permanent job and
the following agreement was made
with the contractors: .
That on all pavement which had
been completed and which had shown
a tendency to fail, the contractor; was
to lay a 3-inch bituminous base at a
price of $1.10 per square yard and
on top of this additional base, the
contractor was to lay a 2-ineh bitum
inous wearing surface at his .own ex
pense." In other words, the contractor had
already laid a 2-inch wearing sur
face which had practically failed and
he agreed to replace these failures
and give the state a 7-inch depth of
bituminous pavement at the same cost
to the state as we are now paying for
-inch bituminous pavements and

prices .submitted in the original pro
posal. You will, note from the detailed
.statement attached that the depart
ment has done considerable gruding
which should have been done by tha
county, also that we huve built drains
throughout the entire length of the
work.
The original job was awarded
throughout its length for a, .3-inch
bituminous top, and, as the job stands
now, it has a depth of 5 inches oyer
all of that part which was unfinish
ed at the time the first work com
mented to show fni!ur, and over
practically all of that work ' which
commenced to show failure, we now
have a depth of 7 inches of bitumin
ous pavement and .the original
amount of macadam base has been
considerably increased,' all of which
has rawed our original estimate con
siderably. I do feel at this-time that
the additional heavy pavement is ful
ly justified by the conditions which
we find there and feel that the woik
will give general satisfaction.

i assure you that we stand ready to
.supply the information if possible.
