SALEM, Oct 31. Replying to a re
quest from the commander of the
Third naval district, which has head
quarters in New York, to make ar
rangements whereby a number of Ore
gon men in active service" in that dis
trict might cast their vote at the gen
era! election next week, Secretary of
State Olcott points out that section 1?
of article 2 of the state constitution
limits the right of suffrage to citizens
who are within the borders of the state
on election day. Therefore, Oregon
men in military service, who are away
from the state on election day will not
be privileged to vote. . '
