Judge Hamilton Holds That It Is
Unconstitutional

The new dog law, passed by the last
legislature to regulate and license
dogs in the country districts, was held
to be unconstitutional last week
by Judge J. W. Hamilton of this
city, in a suit brought by Roy Bel
lows, a merchant.
The law has caused the resigna
tion of about one-third of the con
stables in this county, who quit
rather than enforce the law.
The act was . held to bo against
public policy and against the con
sitution, inasmuch as all the dogs
in the state were not subject to the
same license. It is also classed as
freak legislation. It provides a tax
of $1.50 on male dogs ttnd $3.50 on
females in certain counties, and
makes the constables liable for its
enforcement and requires them to
catdh 'the dogs.

is an important part of the training
given to United States Marines at
this station. The primitive flint and
steel, used long ago by our forefath
ers, and the old "wood friction"
method borrowed from the Indians
have been revived, so that the sea
soldiers may dispense with matches
when dampness renders thero useless.
U. S. Marines in the tropics can
start a fire almost instantly by using
a hollow piece of bamboo. This is
done by slitting the bamboo, stuffing
it with dry moss, and drawing a
stick to and fro across it as a violinist
uses his bow. These resourceful
world-wide soldiers aro expecting to

snake had eleven rattles, and was
killed with a club.

visiting her daughter Mrs. H. Carres
of the La Grande Oyster House, who
has been quite ill but is improving at
this time.
Miss Ethel Sullivan left Friday
night for a week's visit with friends
in Portland, Seattle and Concrete,
Wash.
Jim Schilling went huckleberrying
on Glass Hill Sunday. He found
some huckleberries, also a beer with
two cubs. Not having a gun ho did
not dispute tho bears' right3 to the
berries.
