tingent of United States engineers to

Press) District Agricultural Agent
Cooler, who is working under the di
rection of tho extension service of
the Oregon Agricultural college, is
authority for tho statement today
that the food preparedness campaign
has greatly increased the acreage of
tilled land, judging from preliminary
figures he has secured. The follow
ing figures on acreago, while apply
ing only to Marion county, show in
general the increase throughout the
entire Willamette valley: Spring
wheat, 16 per cent above normal;
oats, 6 per cent above normal; corn,
56 per cent above normal; potatoes,
73 per cent above normal; hay, gar
den crops, over 100 per cent rbove
normal. His figures show a decrease
of 13 per cent in fall wheat acreage
and a large decrease in hops. A
large decrease is also shown in the
number of sheep, brood sows and
poultry on the farms.

the good roads bond bill that has no
bearing whaterer on the measure and
which could be designed only to poi
son and prejudice the voters against It.
That being the case, the following per
tinent facts are submitted for tho In
formation and thoughtful considera
tion of the Impartial voter on the eve
of the special election June 4th:
This road bond bill proposes the Is
suance of $6,000,000 twenty-five year
four per cent bonds for the construc
tion of a system pf state-wide hard
surfaced highways. The roads to be
Improved are designated In the bill
and Include the main-traveled roads
throughout tho state.
Adequate revenue has been provided
by statute for paying both interest
and principal nnd retire the bonds at
maturity without Increasing taxes.
The money derived from the increased
automobile licenses and the existing
quarter-mill state road tax will pay
the Interest and retire the bonds and
lcavo a substautlal balance for tho
construction of other roads not enum
erated in the bond bill.
The increased automobile licenso
and the Btate road tax are provided by
statutes now lu effect and will have
to be paid regardless of whether or
not the road bonds are voted at the
special election June 4th.
Tho automobile owner 1b willing to
pay tho Increased license. All that he
asks is tbut the license money, which
has to be paid anyway, bo expended in
constructing the roads proposed In tho
bond bill. Tho automobile owner will
provide all of the money necessary to
meet the Interest charges and retire
the bonds, lie fails to see why there
should be any opposition to the ex
penditure of the money so provided iu
the construction of good roads, in view
of the fact that It Is his money that
will pay for the Improvements.
All of the money raised from the
bonds will be expended under the di
rection of the State Highway Commis
sion, appointed by Governor Withy
combe. The Commission has announc
ed thnt in expending tho fund all sec
tions of the state will bo considered
Impartially. A dollar's worth of road
construction for every dollar expended
is guaranteed by the Commissioners,
who have declared that they will pur
chase one or more paving plunts and
lay paving unless satisfactory bids are
submitted by paving contractors. Or
dinary coniinon-sense business princi
ples will also govern the Commission
ers In their work of road building.
Scarcity of labor and the reasonable
ness of war-time prices for materials
will determine the time for Inaugurat
ing work and the scope of actual road
construction. Uond building will not
be undertaken by the Commission un
less conditions are favorable.
Approval of the road bond bill June
4th will be an indorsement of a plan
that insures for the state the construc
tion of a system of hard-surfaced roads
with funds already provided by law
and without Increasing other taxes.
