Icr and H. H. Corey, constituting the
Public Service commission of Oregon,
have issued statements concerning the
prospective car shortage, offering
Miggestiuns as to overcoming what
shortage may develop. , Here are
their statements: .
To railroads and shippers: - Owing
to our unique location at the ex
treme end of the transcontinental
lines, and the unprecedented scarcity
of ocean carriers, which will necessi
tate the movement eastward of all 'of
Oregon's bountiful crops by rail, the
transportation situation in Oregon is
now serious and threatens daily to be
come acute in the extreme. Past ex
perience teaches that these car short
ages result in the absolute demoral
ization of business, and to assist in
relieving the ' present serious - short
age, with its attendant damages, and
preventing it becoming more acute,
the commission makes the following
suggestions: . ' - ;.
Railroads are requested: To place
all cars without unnecessary delay.
To move promptly all loaded cars
from point of loading to destination.
To 'have necessary repairs made at
once to cars requiring the same. V
To pay particular' attention to the
distribution of cars in order that
empties may be concentrated as
much , as possible near the centers of
demand.
To co-operate to the fullest extent
with the shippers in the matter of ar
ranging and routing shipments so as
to move the traffic with the minimum
amount of equipment.
Shippers are requested: To load
and unload all freight with, the ut
most promptness, regardless of the
43-hour free time limit permitted by
our demurrage rules.
To load cars to full capacity (10
per cent above the marked capacity.)
To order no more cars than are ab
solutely needed.
To give the railroad company im
mediate notice when' car is released.
To order cars in writing, stating
number wanted, time when and place
where desired, kind of freight to, be
shipped, and the final destination. Ap
plication for cars should .be made in
writing to an officiul or general agent
oi the railroad, or agent at point
nearest the station, switch or siding
wnere tne cars are to be loaded.
To bear in mind freight cars are
for transportation of goods and are
no; warehouses, and while they are
idle waiting for loading and unload
ing, from the standpoint of efficiency
they might as well be out of exist
once. . . .
Full co-operation between shippers
and railroads, and with this commis
sion, will do much to assist in reliev
ing the car shortage situation.
If shippers or consignees, who have
trouble with respect to cars, will in
form the Public Service Commission,
at Salem, it will be pleased to take
the matter up promptly with the
proper railway officials.

Headquarters at Columbus is Shack.
Columbus, N. M., July 28. Possi
bly the most insignificant structure in
Columbus camp today is used as U.
S. base hendquarters and the office"" of
Major C. S. Farnsworth, commandant
of the base. It is a V-shaped build
ing of mud, or adobe, with a canvas
roof. The flag floating over is tho
only thing to distinquish it as head
quarters. The ceilings are low and the few
widows badly chinked with mud.

laid for floors. Adobe unadorned,
forms the walls of the ofBce. A sheet
iron stove is set in a box of sand. Tho
