Osmer Smith For District Attorney
Osmer E. Smith, well known young
attorney of tbjs city, is the .first to
declare himself an active candidate
for the office of district attorney.
Frederick Steiwer, the . present en
cumbents having annaunced that the
will not seek re-election, Mr. Smith
this morning decided to enter the pri
mary campaign for the republican
nomination, gays Pendleton paper.
Mr. Smith has been a resident of
Pendleton for the past two and a
half years, he and his wife having
come here from Colorado. He was
gnaduaited rom the fUniversity of
CbloiMo where Jhe took his first
training in law and, after coming to
Pendleton, was in the office of Raley
& Raley for a year and a half. . Dur
ing the past year -he has been prac
ticing by himself.
Mr. Smith announces that he will
make an active campaign upon a plat
form of strict law enforcement. .

windy weather with occasional snow
flurries to vary the monotony continue.
It seems as if Sprhig is as far awav
as ever. Farmers will notv be able
to get to plowing for sometime yet.
However the ground will be in line
shape when they do begin and seed
will not be long in coming when once
it is planted.
North Powder had a meeting last
Saturday to consider voting bonds for
a $25,000.00 school house. The senti
ment seemed to be in favor of it and
notices were, posted for the election.
It is to be hoped that this proposition
will not be voted down as the water
works has been two or three times.- It
does not pay to be to conservative on
some things and schools and water are
two of those things. The Powder
schools are not just what they should
be for a town of its size and there
has already, been enough losses by fire
to pay for waterworks. If those who
are opposed to those things were the
only ones to suffer it would not be so
bad, but all have to bear' the burden
imposed by a few who are af raid-of a
few cents of taxes. "Come, Mr. Tux
payer, let's have a new school houso
worthy of a town the size of North
Powder and let the outside world know
that we can at least have good
schools," said one resident this morn
ing. Herman White, Ellis Hess and Chas.
Law attended the "Rubber Game" pull
ed off between Union and La Grando at
Union on Wednesday, March 1st. They
did not get to Union until late owing
to their train 'being late but got there
to see most of the game which they
report as 'being fast and furious. La
j Grande came off victor.
Dr. Hall of La Grande was a profes
sional visitor to North Powder on Mar
1st.
It is reported by many of the ranch
ers that there are very few rabbits
now as to what there were some
weeks ago. It is thought that the
heavy snow sometime ago has killed
themoff or that they got into holcn
and starved to death. Anyway there
is a noticeable fulling-off nt their
former haunts. This is good news to
the farmer as the rabbits form one
of the worst pests in this vicinity.
The ground squirrels are next and
many think that, the excessive moist
ure in the ground this Spring is kill
ing them off. If this is true this
will be a banner crop year for North
Powder and vicinity.
Homer Bidwell has been helping Mr.
Carlisle of Oklahoma, buy a car load
of horses.
Mr. Todd shipped out a car of hors
es to Portland last Saturday. He has
been buying for several days in Powder.
I however, should be curbed until the
ground it settled fairly well so that
footmarks will not show in the turf.
W here a lawn has been trampled down
during i the winter or played upon
when it was soft in winter or early
spring, the owner should take steps
to compact its surface at the earliost
possible moment.- This compacting,
however, should not he done until all
j trash has been removed As soon as
j the ground is sufficiently settled so
: that a rake does not dig into the turf
i the owner shoud rake it gently with
! a wooden toothed rake.' Frequently,
however, all that is necessary is to
pick off the litter. If a lawn has been
covered with manure in the fall, it will
be necessary to break the manure up
in the spring, and remove some of the
coarser portions. A wooden rake is
best for this purpose, as it will leave
so much more of the fine material on
the ground. ,
Do not rake off so much of the
manure that the lawn will have , a per
fectly clean appearance. All of the
' fine manure that the summer growth
of grass can possibly hide should be
left. It is surprising how much litter
the grass will cover on a lawn, as one
or two heavy rr.ins will beat down a
quantity of such material.
Before the freezing weather is en
tirely over, fresh grass seed should
be sown, for it,must be remembered
that only by repeated application of
grass seed will a lawn bi produced.
The ordinary seeding of grass on a
new lawn is 1 pound of seed to every
400 square feet that is, to a piece
20 feet square. For reseeding a lawn,
one-tenth to one-half of this quantity
should be used according to the condi
tion of the lawn at the time. For the
northern part of the UniUd States
Kentucky bluegrass and redtop should
be . used. However, where there are
many bare spaces it will be found that
it is well to use some white clover.
About one-tenth the quantity of clov
er ot the other grasses mentioned will
be .required.
Probably as good a time as any to
npply grass seed is some morning
when the ground is frozen so that
when the ground thaws during the
middle of the day the sown seed will
bo covered sufficiently to germinate
well. The most successful seeding is
that done while thu ground is freezing
a little each night and thawing again
in the day time. Many people have
success m sowmng grass Beed upon
a light snow-fall at a time when the
snow is likely to melt soon. With eith
er of these methods thee is danger
that birds will eat it before it is cov
ered in the soil. In spite of this.how
ever, there is a better chance of get-
tine a trood lawn bv these methods
than when the seed is own or. land,;
that will not quickly cover it.
The laost operation in the prelimin
ary spring care of a lawn it to give
it a good rolling. This rolling, which
should be done with as heavy a roller
as can be handled, should not be begun
until the lawn is dry enough so that
sinking at any point below the gonerul
level. If the land is too wet the roller
will leave depressions. This rolling
should be done as soon as the land is
dry enough to permit it, as rolling
compacts the soil about the roots of
the plants, .brings them into closer
conact with the soil, and gives them
a better opportunity to make a quick
start as soon as weather conditions
are favorable. "
Grass cutting should begin just as
soon as the lawn mower can get a
good hold. The very early cutting may
be made with the lawn mower set
close to the ground. As soon as the
growth of crass becomes a little leas
vigorous, the mower should .he set
j'ist as high as possible. This high
cutting should be done as frequently
'as though the grass were being cut
s-horter.
Now Is The Time To Fertilize Lawns

Home owners who wish to get the
best results from their lawns should
begin to work on them the last of
February or early in March, accord
ing to the lawn specialists of the Uni
ted States Department of Agriculture.
Too many people delay giving any
attention to their grass plots until the
weather becomes warm and thus lose
an opportunity to take advantage ot
melting snow and the alternate night
freezing and thawing of the ground.
If the ground has not already beeiM
fertilized, some form of commercial
fertilizer should be used at once. Man
ure applied this lata will not be effec
tive in most cases. Ground bone is
probably the best fertilizer to use-, al
though tankage and fish scraps, some
o which, however, have an unpleasent
smell also give good results. Prepared
sheep manure is an excelent fertil
izer for use at this season. Cottonseed
meal when obtainable at a low enough
price may be used to advantage. In
connection with these fertilizers, how
ever, it is desirable to use some wood
ashes or other fertilizer containing
potash. As fertilizers with this ele
ment are unusunlly high priced this
year, the natural inclination will be to
use (minimum quantities. With the
soils that have been well fertilized in
the past, failure to use a normal
amount will probably not affect the
lawn in one season. These fertilizers
should be Hpplled at the earliest pos
sible moment.
Temptation to get on the lawn and
clean it up as soon as the weather be
