North Dakota Prophet Says
Will End by September.
Devils. Lake, N. D., Jan. 20.
Charles Shonberg, 68 years old, for 30
years a .prophet of local fame in the
Turtle Mountains of North Dakota,
has made known some straight dope,
as he sees it, for 1916. He says:
That the war will end by next Sep
tember. That a hard Winter is ahead, with
a late Spring in the grain states. -
That the 'Northwest is going to
have fine crops this year, but farm
ers should take no chances with corn
or flax.
Shonberg admits that he is able to

Bear's Table Manners Have a Can

New York, Jan. 13. Up dn the home
town of Sammy, the big polar hear of
the Central Park menagerie,, they
never had peanuts when he was a cub,
and as a result- when eoobere are
served his table manner ar not of the ,
best. For instance, he has bitten oil
the right index finger of Andrew
White, who lives at 108 Wtest Eighty
ninth street.
There was a large attendance at tfee
menagerie and nearly 100 ipersons, in
cluding many women, were about the
bear's cage when Mr. White was fur
nishing food for Sammy. The .bear,
was frisky because of the cold and
the coming of the snow, ate peanuts
differently for a time and then, with
out so much as a growl, accepted a
peanut and took the finger with it.
Mr. White's scream and the imme
diate reports that he had been fright- j
fully bitten caused excitement, ana
two women became hysterical.
Dr. Simonson. of the Presbyterian
Hospital, dressed Mr. White's finger
and aided in Quieting the alarmed
women.

Chicago, Jan. 20. The notorious
"Red Pepper,, robber is under arrest,
and proves to be Fred Logue, 18 years
old. He confensftd to 19 holdups, all
done with a big blue glass toy pistol.
Fifteen victims have identified him.
Logue, with a pocket filled with red
pepper, and his glass pistol, robbed on
the streets all over the city. drle would
bring the toy pistol down oh a lone
ipedestriun and order him to "hand
out your stuff." He -was usually
obeyed, but occasionally a man would
attack him, and then he threw red
pepper in the eyes of his assailant

robberies and said they were easy.

Advance in Freight Rate Heard.
Clatskanie, Ore., Jan. 2ft. Members
of the public service commission are
here today to review the case of the
Clatskanie Light & Power company,
the latter having petitioned the com
mission to alloy an increase of rates
for light The company wants in
crease from 10 to 12 cents a kilowatt
hour, the charge for residences, and
from 9 to IX cents for business places.
Many object to the advance.

BAKER MAYOR RESIGNS
Cut in Salary Makes it Impossible for
Him to Serve Further.
Baker, Jan. 26. Mayor Charles L.
Palmer yesterday tendered his resig
nation as the head of the city com
missioners,.) take effect as soon as
his successor can be named by the
board. In taking this action, Mayor
Palmer stated that he had considered
the step for a long time from every
angle and failed to see where he could
act-otherwise. . The cutting of , his
salary from 2500 to $1500 a year
at the election in November, 1914, is
the reason for his action in following
in the footsteps of Commissioner Fin
ley, who resigned several months ago
for the same reason. -;
"If the handling of the business
affairs of the city of Baker is not
worth more than the present salary;
which is only a living, I em ready
to step out," said Mr. Palmer in an
nouncing his resignation to the board.
'The responsibility is not commensur
ate with the compensation, and I see
nothing ahead if I continue in office."
He also spoke somewhat further on
the matter and added that he would
give Commissioners Henry and Whit-
tier time to" seek a successor.'
" At the close of tho mayor's re
marks Mr. Henry spoke in similar
vein, saying that while he would not
resign at thiB time, it was his inten
tion to do so at the earliest possible
moment, when the opening presented
itself as he intimated it soon would.
Mr. Whittier spoke briefly, saying:
"I concur in everything that has been
said," which also expresses his views
in a few short words.
