WHO ARE CALM PEOPLE?
President. Wilson places his trust
in the culm people. So he told a
church convention, liking the calm
people to stabilizers iq aeroplanes
which kept the machines , steady
against all the gust that blow. The
parable recalls Grover . Cleveland's
praise of the human buffers
revolutionary movements by the po'
session of , property . in . varying
(amounts. These include nearly all
farmers, who are doing very nicely
on present prices; merchants, traders,
middlemen, owners of income-earnings
securities; and many millions of
well paid and frugal employees', who
have progressed to the point where
they are not entirely dependent upon
their salaries. Except for the "In
tellectuals," influential but not num
erous, social unrest disturbs chiefly
those who live from hand to mouth
and who are in the minority
Progress calls for two kinds of
folks the calm and the strident. The
motors and the brakers. Too many
calm people would mean a sleepy
nation. For twenty centuries China
was a nation composed entirely of
jcalm people, which accounts for its
present attitude of helpless humility.

Both presidents were correct in be
lieving that there is a static force in
a democracy. A surprising number
of people refused to become , excited.
They take everything, with a grain
of salt public speeches, demonstra
tions, new idea.s, agitations. They
are the despair of reformers, the
distress of fanatics. They act as the
brake upon progress; sometimes the
. effect is good, sometimes bad, but it
is constant and can never be ignored
by a public man or a political party.
. To illustrate: Underneath the fom
ment, which we call social unrest is a
deep satisfaction with things as they
are. At least two thirds of Amer
