pretty thoroughly discussed, and the
unanimous opinion was, that the op
pended amendment, or similar word
ing, would meet with the approval ol
the people, if submitted to then, at
the next general election by the leg
islature. !
I have talkd with a number of tax
payers in this county, that give this
proposed amendment their unqualified
endorsement, while they were op
posed to the measure that was voted
on at the recent election.
However, in order to .get a more
general opinion of the taxpayers, I
would suggest a little discussion in
the newspapers would be a good idea.
Without amending the oonstitution
of Oregon, , our present farcical pre
tense of assessing intangible personal
property, must be continued, and the
assessors of Oregon will be com
pelled to struggle along with a very
unsatisfactory system of taxation on
this class of property.
As taxpayers we all have the. best
interests of our county andsstate at
heart and to get away from the pres
ent unjust system, will require some
action on our part.
Write your representatives backinir
them up in supporting a resolution,
to bring before the people, at the
next general election, a measure of
this kind, ' '

only changes the constitution, in. re
gard to intangible property, and de
fines what shall be considered in

as shall be prescribed by general law.
Tangible property shall be deemed
to consist of all forms of property,
having a physical existence, together
with the right to use and operate the
same, except - money which shall be
deemed intangible. AH other proper
ties including 'money and credits,
shall be considered intangible.
'The legislative ' assembly and ' the
people through the (initiative shall
have power to impose specific taxes
on any or all forms of property, and
income taxes on all forms of incomes
in . such, manner and under uniform
rules as may be prescribed by law.
The Proposed Amendment.
Section 82, Article 1. No tax or
duty shall , be" imposed without the
consent of the people or their rep
resentatives in the legislative assemb
ly; and all taxation of tangible pro
perty shall be equal and uniform.
