tied up at times, and for' a few min
utes were a few points in the lead,
that condition did not last long, and
the visitors increased the' margin
by two baskets at the last gong. The
contest was hair-raising and the or
ganized rooters of the high school
had ample opportunity to swell their
chests. , ' .. .. .. .
Pendleton used a method of attack
that was diametrically opposite to that
of La Grande's, and furthermore,
broke up La Grande's style of play by
massing her players under the La
Grande goal, where through sheer
numbers, they , were able to guard
closely. The game made a victory
each for the teams this season and
was La Grande's first awry score.
La Grande connected for only four
points out of 13 fouls called on Pen
dleton, and of course lost their chance
to win through that fact La Grande
suffered nine fouls and of these Pen
dleton made five register as scores.
Meters of Pendleton, rang up the high
est number of points for the visitors
and about half of them were eyelash
affairs, but it was Straughn, Sei
perts, Fowler and Russell that did
the connecting with the greatest de
gree of sensationalism. , It was these
long heaves from anywhere on the
floor that largely won for Pendleton.
The La Grande team plays a close-in
fighting game, and was caught nap
ping when Pendleton players were in
the middle of the floor. But the hom
ers finally stopped much of the mor,
taring from far off and it evolved
upon Peters to ring the bell. He is
a player of the type which has made
Pendleton famous in the past. la
Grande's attack is the short -throw
route and Pendleton broke up this
style of massing her players under
the La Grande basket, smothering
down the forwards at every twist.
Rosenbaum was a veritable demon
at floor work and his shrimpy phy,
sique was amply sufficient to cope with
the larger Pendletomans in the rough
and tumble speed of the game. ' He
drove at top speed all the way. .'' But
so did the others Carpy, Schofield,
Bean, Procter, Oliver and Stoddard,
sent in in the second half in an at
tempt to turn the tide.
' La Grande forwards managed to
slip : away occasionally to get a
straight shoot at the basket but at
the last moments, when they had a
chance to win or tie, Schofield and
Stoddard struck a streak of hard
luck, throw after throw prancing
wierdly around the rim, only to roll
out and be lost.

classes of fouls he let go on both
sides fairly. The bullet-like passing
of both teams kept the official up on
his toes from the start. '

considerably. "L. M. Brown, fqrmerly
secretary of the Wester Tri-State
league is no wthe whole thing presi
dent, secretary and treasurer. This
move is bound to bring better results.
. The centralization of authority in
one man follows the plan outlined at
the last meeting of the directors, for
the purpose of keeping down expens
es, and facilitating business.
A board of arbitration consisting of
one citizen of each of the four towns
in which clubs are located will hold
a check over the official and settle
matters of dispute between clubs.
Mr. Brown, who was secretary of the
league last year and who recently
resigned as secretary of the Walla
Walla Commercial club, will devote
his entire time to the league this sea
son. ' .
The directors have been drafting a
schedule that would keep traveling
expenses to the minimum. Accord
ing to the schedule adopted, the sea
son will open April 7 and close July
26, thus giving 16 weeks of baseball.
Each club will have eight weeks at
home and eight on the road.
The season will open in Walla Wal-
'la and Pendleton and will close in
i Baker and North Yakima. Baker will
! open in Pendleton, while North Yaki
ma will Btart in Walla Walla. Pen
dleton will close in North Yakima and
Walla Walla in Baker.
,: Harold Clifford will probably man
age the Baker team in the Western
Tri-State, but the Baker club is not
quite sure of itself just yet. ' ,

sessment for the Improvement of
Section No. 3 of Sewer District No.
3-A, of the City of La Grande, Ore
gon, under the provisions of Ordi
nance No. 768, Series 1914, entitled
"An Ordinance declaring the cost of
constructing a Trunk Sewer Line in
District No. 3, Section I-A, from the
center line of Greenwood street along
the alley between Washington Ave
nue and Adams Avenue to the center
line of Willow street; determining
the property benefitted thereby, and
levying an assessment thereon to de
fray the costs of so much of said
improvement as an eight-inch lateral
sanitary sewer for the same distance
would cost; providing for an assess
ment roll for the same, and directing
the entry of said assessment roll in
the Docket of City Liens; providing
a time when the same shall become
delinquent; and requiring the City
Recorder to prepare a special assess
ment roll in accordance with the as
sessments levied herein, and to col
lect the same, the same geing the im
provement of Section No. 1-A, of Sew
er District No. 3 in said City of La
Grande, Oregon, Is now in my hands
for collection and the same may be
paid to me at any time within ten
(10) days from the 27th day of Feb
ruary, 1914, without penalty, inter
est or cost; and each property owner
is hereby notified that on application
to the undersigned within ten (10)
days from the 27th day of February,
1914, which is the first date of pub
lication of this section, they will be
allowed to pay such assessment in
ten (10) annual installments, the first
installment thereof being due and
payable on or before the 19th day of
February, 1915.
If application is not made as above

payable and will become delinquent
