' on at Special Eletion. -
Women voters, who want to vote at
the special referendum election, will
be required to swear in on November
4 in this county. The 1912 registra
tion precincts and- registrations pre
vail by necessity of various causes,
and women can be sworn in by the
usual method, but they cannot regis
ter. The complex situation arising
from the changes of precinct's, in this
county required by the 1913 law, mud
dles matters all around, and -though
women are allowed to register in
some counties County Clerk Ed Wright
is following the advice of state offi
cials and will adhere to the 1912 regis
trations which men and women must
be sworn in.
The November election calls for a
vote on important measures, the Uni
versity of Oregon appropriations be
ing among them. The complete titles
of the questions as they will appear nh
the ballot, are:
State university building repair

' Workmen's compensation act re

state of Oregon:
, Section 1. That the sum of seventy-five
thousand dollars ($75,000), in
addition to that provided by law be
and the same is hereby appropriated
out of the general fund in the treas
ury of the state of Oregon,, for the
years 1913 and 1914, for the purpose
of providing the necessary funds for
the use of the University of Oregon
for the said years for the following
purposes:
For the construction of an addition
to the library building, including steel
book, stacks, thirty thousand dollars
($30,000).
For repairs', improvements and ad
ditions to the men's dormitory build'
:rig, the sum of ten thousand dollars
($10,000). ' ' ' ' '
' For repairs and addition to the en
srineering building, the sum of fifteen
thousand dollars ($15,000).
For repairs and improvements to
the building known as Deady hall, thy
sum of ten thousand dollars ($10,000)

Section 2. The moneys hereby ap
propriated shall be paid only on the
warrants drawn by the secretary of

pose of constructing an ' additional
building for the University of Oregon,
filed in the office of the secretary of
state, February 26, 1913, to be sub
mitted to the legal electors of the
state of Oregon for their .approval or
rejection at the special election to be
held November 4t 1913, upon petition
for referendum filed in the office of
the secretary of Btate May 29, 1913,
in accordance with the provisions of
Section 1 of Article IV of the. Consti
tution of the state of Oregon.

To appropriate money for the pur
pose of . constructing an additional
building for the University of Ore
gon.
Be it enacted by the people of the
state of Oregon :
Section 1: That the sum of one
hundred thousand dollars ($100,000)
be and the same is hereby appropri
ated out of the general fund in the
treasury of the state of Oregon, for
the years 1913 and 1914, for the pur
pose of providing the necessary funds
for the use of the University of Ore
gon for the construction, equipment
and furnishing of a modern, fire-proof
administration and class room build
