Democratic Discrimination East era
Oregon Resented.
Washington, Oct 2. (Special
Congressman N. J. Sinnott.of Oregon,
made the democratic majority in the
house of representatives ait up and
take notice this week when he called
attention to the discrimination against
the farmers of eastern Oregon in the
duty on grain bags in the Under
wood bill.
In his brief speech made during the
four hour debate on the conference
report he brought out the fact that
while most of the things the farmers
produced had been put on the free
list the jute grain bag a necessity m
his district had been required to pay"
a duty. He said that the house and
senate had turned a deaf ear to the
protests of the farmers, and' members
of the grange of his district who had
petitioned them for free grain bags
and listened to the plea of a single
grain bag manufacturer in the city of
Portland, Oregon who wanted a duty
on jute grain bags.
He said that although it was prob
ablv a forlorn hope he could not for
bear stating that Tree sacKS to me
farmers of Oregon, who used between
18.000.000 and 25,000,000 yearly,
might afford them some relief in these
days of democracy which had taken
from them nearly all the protection
they had heretofore enjoyed on the
things they raised to sell.
Developing further his ideas on tne
grain bag question Mr. Sinnott said
today to a representative of the Ob
server: "If the products of the farm are to
be free, sacks and other articles need

present Underwood bill is more favor
able to the manufacturer oi grain
sacks than the Payne-Aldrich bill,
because under the new bill the manu
facturer of grain sacks gets his bur
lap free. The differential under tne
Pavnc-Aldrich bill was only 5 per
cent, in the Underwood bill it is 10
per cent.
"Another thing worth noticing w
the discrimination in favor ot tne cot
ton farmer and against the gram
farmer of the Pacific coast. By mak
ing the burlap free the farmer of the
south gets the covering for his cotton
without paying any duty, because the
burlap is simply wrapped about tne
cotton. But by putting a duty on the
burlap when it is made into a wheat
sack the grain farmer of the west is
forced to pay a duty on the covering
for his produce, while the cotton rais
er gets his free. This seems to me
an added injustice to the farmers of
Oregon,"
