Section 28. To divide the City into convenient sewer districts and-
ths ewer districts into sections for the purpose of local improvement

provide for the construction of sewers, the same may be constructed
within such district or section and the navment of the-expense thereof
made by the levy of a special assessment In the manner heretofore pro-
vided for, district improvement upon the property which is especially
